4 Case Study: Enterprise Documents, Tasks and Records Management (eDTRM) In order to do this the system must be able to leverage: -CMIS (Content Management Interoperability Services) -Sharepoint Web Services -Tasker Integration Services (TIS) -Evolving OASIS Standards within the Content Management Realm Joint Staff J6 Major General Bowman looked to leverage SPAWAR to provide an Enterprise Task and Records Management (TRM) system, which could be leveraged by the Joint Community and beyond. The system chosen for deployment must be:  scalable to large enterprise environments,  built upon a robust platform that provides the capabilities required without the need for excessive and resource intensive customizations,  able to leverage the cloud computing capabilities within the Defense Enterprise Computing Centers (DECC)/Joint Information Environment (JIE),  and able to integrate with other Task and Records Management Systems currently in use within the Joint Community and beyond.

5 eDTRM (Objectives) In an effort to support the DoD and SPAWAR ATLANTIC missions, the following objectives were chosen to guide the eDTRM Initiative:  Support the consolidation of redundant services and decompose monolithic systems  Innovate, Develop, Demonstrate and Share common services across the Enterprise  Leverage Open Source technology, SOA and AGILE Engineering principles  Technology Infusion, Transformation, Integration and Service Layer management  Increase technical efficiency through Cloud computing  Enable consistent secure identity and access management of enterprise services  Improve collaboration and decision points through simplified and easily accessible information ingestion and exposure (i.e.NetCentricity)  Provide the complete SPAWAR Atlantic Life Cycle Engineering capabilities to the Joint & OSD Warfigter Community (e.g. COCOMMs, JCTD, etc)

6 eDTRM Open Source Platform MG Bowman's Commitment to Open Source in JIE  MG Bowman is the current J6 for the Joint Chiefs of Staff and acts as the technical representative for the DoD CIO where he serves as one of the Tri- Chairs for the JIE Executive Committee.  He has strong technical knowledge and is a proponent of the rapid fielding and cost savings of open source software.  In addition MG Bowman was also looking for a solution that would provide interoperability with other Task and Records Management systems as well as provide the ability to feed records and metadata to end point repositories.  With content and metadata being the main aspects of the system it was important to the Joint Staff and other agencies that Intellectual Property and Data Rights be maintained exclusively with the Data Owners

8 eDTRM Value and Benefits The success of the solution is not dependent on just cost savings but in the ability of the Open Source Platform to provide a flexible, extensible, scalable and stable platform that could evolve and become the Enterprise Service for Records Management  Joint Staff realized a nearly 40% cost savings on O&M compared to their existing system  Modernizaton costs were reduced by nearly 20% vs. new development of Open Source Solution due to open APIs  Open API allows for customization at the organization level  Capability to provide Task integration with other fielded solutions  Clear migration path from legacy solutions  Ability of the solution to scale to enterprise levels with cost structure that can support all levels of customers
