4 Enterprise Architecture The term enterprise architecture refers to various issues Finnish Enterprise Architecture Research FEAR A project “RAKETTI” by the Finnish Ministry of Education –started in June 2008, aims to improve interoperability and quality of information systems in universities Base on model with four layers or practice areas –level of Business architecture –level of Information architecture –level of Applications –level of Technology 4

6 Four architecture levels Business architecture –refers to organizations (business) processes Information architecture –refers to organizations (well defined) information resources –conceptual, logical, and physical data models & metadata Applications architecture –refers to application software of organization Technology architecture –refers to hardware, networks and other kind of basic IT- infrastructure. 6

7 The quality assurance system The quality assurance system (QAS) links together organizations strategy, processes, leadership, development projects and key performance results The Finnish Higher Education Evaluation Council (FINHEEC) –auditing QAS’s of Finnish universities 7

8 The quality assurance system The audit of Seinäjoki University of Applied Sciences (UAS) in 2006 –did not met the audit criteria Re-audit in 2009 –QAS of the Seinäjoki UAS fulfils the criteria –the first international audit in Finland among the universities –the audit is valid for six years 12.12.2008 8

9 The quality assurance system of Seinäjoki UAS Is built within the European Foundation for Quality Management (EFQM) framework. The role of the EFQM is not very central “Developed its own system with its own quality components” 9

10 From data administration viewpoint Some important issues: –the university put quite a strong effect into the QAS development work –That increased the needs to describe the processes AND –also the role of the information systems within them –the role of the data administration professionals in the QAS development work was quite small –they need to put also growing interest to QAS issues and terminology. 10

11 The processes of Seinäjoki UAS Two main processes –teaching/learning process AND R&D process Internal management and support service processes –The Student Affairs Administration –The University Library Services –Financial Administration –Staff management –Data Administration –Facility management process About 90 subprocesses were described in more detailed way in Quality manual 11

12 Experiences of our local EA-school If the QAS processes were left in too abstract level, it was not possible to join the two ends of a chain, the QAS processes and EA-documentation templates For example, Vocational Education Centre Sedu has the QAS of its own, and processes within it were defined in much too high abstraction level to build and apply any of the tools 12

13 RAKETTI-Project The Finnish Ministry of Education started in June 2008 an enterprise architecture-based project called RAKETTI to improve interoperability and quality of information systems in universities. Heavy structural changes to be expected within the Finnish university area –fusions –networked co-operation structures and –regional centralization 12.12.2008 13

14 RAKETTI-Project Back to man topic: –How to find the common shared language between the parties? –How to speak the Chancellor-/ rector-language? One of the proposals was the framework combining the four-level EA-model with core processes of the university, –…or more likely the most important processes from the EA-model viewpoint 12.12.2008 14

16 RAKETTI-Project Selecting the core processes of the university will emphasize the importance of the main functions of the university –“teaching/learning” (education) and –“research/development” Correspondingly, when the core process covers all the four EA-model levels that emphasize the demands to take into consideration all the different viewpoints we must notice 16

17 RAKETTI-Project Co-operation between the processes “Teaching/learning” and “research/development” are normally tied together in daily university life (...are they?) Co-operation between data administration and other university management staff should be strongly enhanced –this demand is highlighted within the framework by binding the data administration subprocess with management subprocess. 17

18 RAKETTI-Project Calling university management as “subprocess” will also more underline the point that teaching and learning as well as research and development are our core functions, not management 18

19 RAKETTI-Project The RAKETTI-project has currently four subprojects –OPI for “teaching/learning”-process –TUTKI for “research/development”-process –KOKOA for building up activities and models to increase co-operation between management and data administration and –XDW developing different issues within EA-level “information architecture” http://raketti.csc.fi/ 19

20 Future steps The RAKETTI-project will continuously deepen and develop the four subprojects it has with universities co- operation Other educational levels will (had to) adopt EA-model In Seinäjoki UAS the following step was the data administration strategy, based on EA-model Continuously developing QAS of Seinäjoki UAS Aiming to better tied together Seinäjoki UAS EA-model and Seinäjoki UAS Quality Assurence System 20
