Ad 4: Planning framework DNA and ERP provides: – Much Gaza baseline information; – And could be more granulated; A 4 year planning framework – Sector and sub sector wise; – However could be more area based, vulnerability targeted, or benchmarked in quality, quantity and time – Local area based planning is proposed, however is it implemented? Issues and challenges are mentioned, and some management solutions proposed

Has gender, vulnerability sufficiently been raised. Is the information “SMART”. Quality Direct or indirect? Survey? PCBS? Per sector and sub sector. Ad 4: Planning per sector, some considerations 3 time frames ( “short” or “relief” - 6 months, “medium” or “early recovery” - 12 months, and “long” or reconstruction – timing unclear, till end 2017? ), 5 sectors, 14 sub-sectors, 5 governorates, 25 municipalities.. Is the planning sufficiently “SMART”? Is decentralized planning sufficiently practiced? Which stakeholders are active in which sector and sub sector? In which governorate and municipality? Which funds have been pledged for which sector and when?

Ad 4: proposed steps to develop M&E 1.Finish indicators; responsible? 2.Baseline definition. Suggest to include: a) source; b) date collected; c) Verification by GoP; 3.Agree on benchmarking: annualized or time defined planning is necessary!! 4.Develop further the architecture for more efficient and timely data collection. 5.Suggest: developing an online tool/ software, operational by end January. ToR to develop? UNOPS? 6.Suggest: strengthen UNSCO’s coordination role with eg the establishment of a “PMSU” or other functionality. 7.Suggest: enhance NORG’s capabilities with MIS & GIS, and online registering. ToR’s to develop. Possibly on the medium term with PCBS?
