4. What is the CO-OP Program? The state of Texas Cooperative purchasing program enables local governments and assistance organizations to purchase off of established state contracts.

5. State of Texas CO-OP History The CPA Cooperative Purchasing Program was created in response to legislation in 1979. Local Government Code 271.081-083 Section 271.083 (4)(b) states: “A local government that purchases an item under a state contract satisfies any state law requiring local governments to seek competitive bids for the purchase of the item.”

Earn Rebates on Qualified Purchases: Obtain procurement charge cards through the use of the state’s term contract with JP Morgan Chase. Your entity may collect rebates on qualified purchases made using these cards. *Fuel card: Through the use of our fuel card contract, members do not have to pay federal fuel taxes and file for reimbursement. In addition, rebates of 2.5 cents per gallon are available at over 3000 Texas retail fueling locations.
