3 The State of Texas CO-OP Goal To assist our over 1900 members in making the most of their purchasing dollars by using the State of Texas volume buying power.

4 What is the CO-OP Program? The state of Texas Cooperative purchasing program enables local governments and assistance organizations to purchase off of established state contracts.

5 State of Texas CO-OP History The CPA Cooperative Purchasing Program was created in response to legislation in 1979. Local Government Code 271.081-083 Section 271.083 (4)(b) states: “A local government that purchases an item under a state contract satisfies any state law requiring local governments to seek competitive bids for the purchase of the item.”

6 Eligible Entities Cities Counties Special Districts School Districts Assistance Organizations (State funded non-profits) Other legally constituted political subdivisions of the state.

Comprehensive Product Offerings: Order from hundreds of established state contracts. Find Vendors: Search thousands of vendors on the Centralized Master Bidders List (CMBL) Procurement Support: Work with our purchasing team on large purchases of items not on state contract. Vendor Management: Rely on our Vendor Relations Program for vital information about state contract vendors.

Increase Competition: Post bid notices and awards on the Electronic State Business Daily online. Earn Rebates on Qualified Purchases: Obtain procurement charge cards through the use of the state’s term contract with JP Morgan Chase. Your entity may collect rebates on qualified purchases made using these cards. *Fuel card: Through the use of our fuel card contract, members do not have to pay federal fuel taxes and file for reimbursement. In addition, rebates of 2.5 cents per gallon are available at over 3000 Texas retail fueling locations. Free Access: Gain access to the National Institute of Governmental Purchasing (NIGP) living code. Free Training: Enjoy one on one training by phone and large group training by request.

9 Membership Process Fill out application: www.cpa.state.tx.us/procurement/prog /coop/coopform/ Submit a Board-approved resolution and any additional required documentation Mail application, documentation and membership fee to CO-OP team Application process takes approximately 5 working days Approval letter and packet will be mailed directly to member after approval
