Homeland Security This Homeland Security Program is designed to introduce first responders, private sector specialists and students to the principles of Homeland Security training The Homeland Security Course is based on guidelines set forth by the Federal Department of Homeland Security, the California Governor's Office of Emergency Services and the Homeland Security Defense Educational Consortium.
