11 GSA Leasing Delegation GSA Lease Certification Program (LCP) A GSA delegation of authority for leasing (not DOE authority) requires certification Certification of a Lease Contracting Officer (LCO)  GSA recently changed requirements  All warrants issued before September 30, 2015 are grandfathered and only requires continuing education.  If continuing education requirements are not met within the two-year period, the warrant is forfeited.  For all new warrants, the deadline for the completion of the requirements is September 30, 2017.
