22 What is the Purpose of the Study?  Evaluate the feasibility for a potential alternate crossing of the Santa Rosa Sound  Develop the information needed to decide whether to proceed to the PD&E phase Why is the Project Needed?  An additional crossing is being considered as a means to relieving traffic congestion in the Ft.
