3 Parks Administration Parks Administration provides the office and technical support to the Parks, Recreation, and Open Space Divisions of the Parks and Recreation Department Staff of 5: Parks and Recreation Director, Senior Park Planner, Office Business Manager, Senior Office Specialist, and Office Specialist Prepare board, commission, and committee agendas and packets, process facility rental and special event reservations, fiscal management, payroll, and park planning and construction

5 Parks Division 19 Neighborhood Parks, 1 Community Park (Mills Park), and 1 Regional Park (Carson City Fairgrounds/Fuji Park) 3 large Sports Complexes (Pete Livermore Sports Complex, Governors Field, and the JohnD Winters Centennial Complex). 7 Natural Parks (minimally developed with incorporated natural design features). Landscaped planters and medians, paved paths, and non-paved trails. Staff: 13 permanent/full-time employees and 14 part-time. The Nevada Department of Corrections is contracted to provide prison inmate labor to help maintain the park system. Lone Mountain Cemetery encompasses approximately 40 acres, and provides full cemetery services to the community. Staff: 2 permanent/full-time.

8 Recreation Division Youth Programs Before school, after school and school break programing utilizing eight schools and parks and recreation facilities. Adaptive recreation programing through our Movers & Doers program for adults with physical and mental limitations. Recovers 100% of direct costs. Multi-Use Athletic Center (MAC) A high quality, gymnasium that hosts recreational sports activities, drop-in exercise opportunities, sports tournaments and programing for the Boys & Girls Club of Western Nevada. Sports Youth and adult recreational sports leagues and programs that are held in a variety of locations including the MAC, the Community Center, and the middle schools. Facilitate local and regional sports tournaments through a collaboration with the Carson City Visitors’ Bureau. Supervise and operate the Arlington Square Ice Skating Rink. Recovers100% of direct costs.

9 Recreation Division (cont.) Carson City Aquatics Facility Provides recreational benefits through swimming lessons, lap swimming, competitive events, and just plain old splash and play activities. Increase water safety, awareness and competency through the provision of swimming lesson programs. Recovers 50% of operational costs. Community Center and Bob Boldrick Theater The Theater supports a variety of performances from community to professional. Supported 76 productions in 2015 for a total of 284 days of use. The Community Center provides audio video support for a variety of events and organizations including the Ice Rink, Brewery Arts Center, and Wild Horse Children’s Theater. The Community Center supports a variety of contract classes ranging from fitness to Drivers Education and also supports a variety of public and private events and city programs. (New Years, Thanksgiving and Christmas are the only days the Community Center is not in operation).

16 Quality of Life The Quality of Life Tax Initiative (Question 18) was approved by the voters in 1996, and collects one-quarter of one cent of sales tax for the following purposes: QOL Maintenance consists of 20% of the total tax collected and helps offset ongoing maintenance costs to park and recreation projects constructed using QOL funds. QOL Capital consists of 40% of the total tax collected for park and recreation projects. QOL Open Space consists of 40% of the total tax collected for the acquisition and management of open space properties.

19 Open Space Division Preservation of the environment which gives Carson City much of its character: agricultural lands, floodplains, scenic vistas, streams, trail corridors, and wetlands. Property Acquisitions: 6,936 acres, 21+ properties. Acquisition Methods: Donation, conservation easement, fee title purchase, and land exchange. Natural Resource Management: Carson River, fuels reduction, weed control, wetlands, etc. Passive Recreation Management: Trails for hiking, bicycling, and equestrian trail uses. Staff: 3 permanent/full-time and 3 part-time.
