2016/17 STUDENT FINANCE 2016/17 ELIGIBILITY CHANGE – EU STUDENTS SECTION 1

2016/17 New students from the EU will now need to have been resident in the UK for five years before the first day of the first year of their course to be eligible to receive ‘living cost’ support from SFE: The rationale for this change is the substantial increase in the number of EU nationals claiming living cost support to study in England In academic year 2009/10 there were around 11,600 EU nationals who received living cost support at a cost of £75m This has risen to around 31,500 awards in academic year 2014/15 amounting to £240m – an increase of 220% 2016/17 STUDENT FINANCE GENERAL ELIGIBILITY – RESIDENCY CHANGE The final consultation documents can be found online at GOV.UKGOV.UK i

SECTION 1 2016/17 Three to five year residency change rationale continued.. The average maintenance support paid to EU nationals is higher than that paid to UK nationals as nearly half of the EU nationals accessing support are aged over 25 and likely to be assessed as independent It is also ‘generally’ more difficult to collect loans from EU borrowers as they have a greater tendency to move overseas after graduation and not update their personal/income details* This change will also bring the UK in line with other EU countries’ criteria for accessing living cost support 2016/17 STUDENT FINANCE GENERAL ELIGIBILITY – RESIDENCY CHANGE *BIS estimate less than half of EU tuition loan borrowers remain in the UK and begin repayments through the UK tax system i

2016/17 A migrant worker is the student, spouse or family member of an EEA national working in the UK; or has previously worked in the UK and is no longer working due to redundancy and is actively seeking employment: To qualify as a Migrant Worker, the applicant must: Be EEA or Swiss National Be resident in the EEA for at least 3yrs before the start of the course Be resident in England on the first day of the first academic year The student/their partner/parent/step-parent must be working throughout the students’ studies If the student was in State Education in the UK and their parent worked at that time they may also be eligible i 2016/17 STUDENT FINANCE MIGRANT WORKER STATUS - OVERVIEW

SECTION 1 2016/17 Starting from AY 2015/16 migrant worker funding, for both maintenance and tuition fees, will be released on a ‘per term’ basis: This means migrant worker students will need to provide evidence of their continuous employment at the start of each term Which students will be affected by this change? 2016/17 SECTION 2 2016/17 STUDENT FINANCE TUITION FEES SLC pay the Tuition Fee Loan directly to a university or college i Maximum fees and fee loan for full-time courses will be maintained at 2015/16 levels Maximum fees for full-time courses maintained at £9,000 where an institution has met conditions on widening participation set by the Office for Fair Access (OFFA) Maximum non-means tested Tuition Fee Loan for full-time courses maintained at: £9,000 for full-time courses at publicly funded institutions £6,000 for specifically designated courses at private institutions

2016/17 SECTION 2 Revised package of Maintenance Support for new entrants into Higher Education in A/Y 2016/17 (2016 Cohort) Maintenance Grant replaced by additional Maintenance Loan The maximum level of Maintenance Loan has been increased by 10.3% for those previously entitled to Maintenance Grant The overall amount of Maintenance available is therefore higher (the amount of Loan exceeds the previous amount of Grant + Loan) MAINTENANCE SUPPORT 2016 COHORT FULL-TIME STUDENTS

2016/17 SECTION 2 Childcare Grant: Based on 85% of actual registered/approved childcare costs up to maximum of: £155.24 per week for one child £266.15 per week for two or more children Parents’ Learning Allowance: Help with course-related costs for students with dependent children Amount received will be between £50 and £1,573 Adult Dependants’ Grant: Normally for the student’s partner. Can be for another adult who is financially dependent on the student where the adult’s net income is not more than £3,796 p.a. Maximum grant available: £2,757 DEPENDANTS’ GRANTS POLICY OVERVIEW

2016/17 SECTION 2 Maximum Disabled Students’ Allowance will be maintained at 2015/16 Levels in 2016/17 Disabled Students’ Allowances provide help towards the additional costs a student may face as result of their disability, long-term health condition, mental-health condition or specific learning difficulty: DSAs Support: Is available in addition to the standard student finance package, Does not have to be repaid, Is not affected by household income, Looks at the specific needs of the individual student DISABLED STUDENTS’ ALLOWANCES POLICY OVERVIEW

2016/17 SECTION 2 From 2016/17 the primary responsibility for the funding of roles which fall into bands 1 and 2 of the NMH manual will transfer to HEPs. The exception is the role of Sighted Guide, which will continue to be funded by DSA. DSA will also continue to fund the most specialist types of NMH which fall into bands 3 and 4, with the exception of Specialist Transcription Services, which will become the primary responsibility of the HEPs. DSAs funding will not be available where specialist accommodation is provided by the HE provider or their agent - additional costs should not be passed onto the student DISABLED STUDENTS’ ALLOWANCES KEY CHANGES FOR 2016/17

2016/17 SECTION 2 In the Nov 2015 Spending Review, the Chancellor outlined a number of key proposals, including a reform of funding for NHS courses (Section 5.1): The Spending Review reforms the funding system for health students by replacing grants with student loans and abolishing the cap on the number of student places for nursing, midwifery and allied health subjects. The current grant system means that there is a cap on student nurses and over half of all applicants to nursing courses are turned away. This reform will enable universities to provide up to 10,000 additional nursing and other health professional training places this Parliament. This will ensure that there are enough nurses for the NHS while cutting the current reliance on expensive agency staff. The move to loans will also mean access to 25% more financial support for health students during their studies. The government will work with key stakeholders to implement the reforms. 2016/17 SECTION 2 “We intend that students studying nursing, midwifery and the allied health subjects as a second degree will also be able to get student loans. 2016/17 SECTION 2 Each year thousands of students apply late for their finance and have no way to pay for their course or accommodation, some even have to drop out! Please encourage the students you work with to apply on time! 2016/17 SECTION 3 Part-time undergraduate HE courses Students who wish to study Part-Time for a second HE qualification in engineering, technology or computer science can now apply for fee loan This will be extended to students wishing to do a second Part-Time degree in any STEM subject from A/Y 17/18 Maintenance Loans for p/t students to be introduced from A/Y 18/19 OTHER DEVELOPMENTS Advanced Learner Loans 24+ Advanced Learning Loans to be replaced by Advanced Learner Loans from A/Y 16/17 – available to students aged 19+ for L3/4/5/6 courses Postgraduate Loans Loans of up to £10,000 are being made available for students starting Master’s courses from 1 st August 2016 (applications go live late June)
