4 Fair housing issue. A condition in a program participant’s geographic area of analysis that restricts fair housing choice or access to opportunity, and includes such conditions as ongoing local or regional segregation or lack of integration, racially or ethnically concentrated areas of poverty, significant disparities in access to opportunity, disproportionate housing needs, and evidence of discrimination or violations of civil rights laws or regulations related to housing. 24 C.F.R. § 5.152 Fair housing contributing factor. 20 How well do state and local policies and practices encourage the placement of persons with disabilities in apartments, single family homes and other integrated community settings? When considering disability, please consider all types, including physical, developmental, intellectual, mental, addiction recovery, HIV status. In your experience, which state policies or processes are contributing factors to the results of the segregation/integration analysis? The lending analysis? Are there state policies or processes which may achieve their aims in furthering housing choice in more populated areas but which result in fair housing issues in Idaho’s more rural communities? What can Idaho do to address these contributing factors? In answering this question, consider the limited authority state agencies have in addressing some factors. 20 POLICIES AND PRACTICES
