17 17 Title: Challenge: Scope: Topic: EINFRA-11-2016 Support to the next implementation phase of Pan-European High Performance Computing infrastructure and services (PRACE) The need to pool and integrate HPC resources in order to provide state-of-the-art services to users independently of their location. To facilitate the access to the best supercomputing services for industry and academia. 23 23 Implementation mechanism for EINFRA-12-2017 All proposals responding to this call will be evaluated by the same expert evaluators, some of which will be part of the external board referred to in the workprogramme In addition to the individual evaluation reports, the evaluators will be asked to identify potential synergies, overlaps and gaps in the overall service offering proposed in the proposals Successful proposals will conclude complementary grants with the Commission, which requires them to sign collaboration agreements among themselves The Commission will encourage projects to take into consideration the observations made by the evaluators when concluding their collaboration agreements After six months of grant agreement signature, the Commission will convene the external board to assess the collaboration agreements Reviews for these projects will be run jointly

73 73 Award criteria and scores Rules regarding the evaluation and selection of proposal are described in detail in Annex H (p.36-41) of the Work Program 2016-2017 Award Criteria ExcellenceImpactQuality and efficiency Clarity and pertinence of the objectives Soundness of the concept, and credibility of the proposed methodology The extent to which the outputs of the project would contribute to each of the expected impacts mentioned in the work programme under the relevant topic Quality and effectiveness of the work plan, including extent to which the resources assigned to work packages are in line with their objectives and deliverables; Appropriateness of the management structures and procedures, including risk and innovation management; Complementarity of the participants and extent to which the consortium as whole brings together the necessary expertise; Appropriateness of the allocation of tasks, ensuring that all participants have a valid role and adequate resources in the project to fulfil that role.
