Sturgeon Overview February 7, 2014 Williams Energy Current Focus: Working on detailed engineering for future debottlenecking at their existing site, to allow for fractionation of more offgas liquids from CNRL Horizon, estimated startup in May 2015.

Sturgeon Overview February 7, 2014 Access Pipeline Working on construction of their Northeast expansion, a 42” pipeline from Christina Lake to their Sturgeon Terminal. Initial capacity of 350,000 barrels of blended bitumen per day. Capital cost of $1 Billion 600 construction workers Scheduled to be operational by 2015.

Sturgeon Overview February 7, 2014 Pembina Pipeline Redwater Fractionator and Storage (RFS) Project II Twinning existing 73,000 bpd ethane-plus fractionator capacity at current site Estimated Capital Cost of $415 million Expected to be operational in the fourth quarter of 2015

Sturgeon Overview February 7, 2014 Medium Industrial Projects ClearStream – Currently constructing a Head Office and fabrication yard. McAsphalt – Currently constructing a $10 million Asphalt blending facility. Univar – Currently operating a $8.5 million trans load facility to distribute bulk products such as methanol and caustic soda to Fort McMurray. Magnum Cementing Services – Currently constructing a $1 million facility to aid their oil field services company.

Sturgeon Overview February 7, 2014 Servicing Improvements Highlights – Water and Sanitary servicing along TWP 552 is complete – Reservoir is currently being done and is expected to be completed in 2014 – Water servicing along RR 225 will be completed in 2014 – Water and Sanitary servicing along Estates Way has started and will be completed in 2014 – Water and Sanitary servicing parallel to Highway 825 is almost complete

Working together, the municipalities are committed to sustainable development through economic development and planning. Alberta's Industrial Heartland is one of the world's most attractive locations for chemical, petrochemical, oil, and gas investment. It is also Canada's largest hydrocarbon processing region. The region's 40+ companies several being world scale, provide fuels, fertilizers, power, petrochemicals and more to provincial and global consumers.

Sturgeon Overview February 7, 2014 The Next Wave of AIHA Development 1.Huge amount of interest from Asian petrochemical companies in Alberta 2.AIHA currently working with a number of different companies interested in investing in the region 3.Continued interest as shale gas potential is further explored.

The Partners – AIHA, Williams, Nova Chemicals, NWR, Enhance Energy, Agrium Alberta Plus is aiming to attract additional partners, engage the public and work with government to encourage further hydrocarbon and value-added production.

Sturgeon Overview February 7, 2014 Economic Development Strategic Plan Objective Develop an Economic Development Strategic Plan that sets out and clearly communicates the direction for economic development programs and activities over the next five years. Focus on key sectors, and build on the strengths of the regional economy and the community of Sturgeon County. Looking for unique approaches that utilize our advantage as a member of Alberta's Industrial Heartland and a municipal district within the Edmonton Capital Region. Timeline Planning to award contract in early March and begin project Hoping to have a completed strategic plan Q3 2014
