Our Objective: Rapid Adoption of Samoa Pathway Samoa Pathway, Section 109 (Capacity Building -- Human & Technology) - (Para h) To establish national and regional information and communications technology platforms and information dissemination hubs in small island developing States to facilitate information exchange and cooperation, building on existing information and communication platforms, as appropriate; SDGs: Support the 17 Pillars through ICT Hub = Center of Activity virtual (just a Portal), physical (building), both (common) Communicate with each other
3
Challenges in Building ICT Hubs Many Hubs needed (eSeva, Tech Hubs, 1 for population of 5000 ) High failure rates (50% to 80%) due to following challenges Where to locate a Hub What type of service to provide for the area What type of ICT infrastructure would be needed Security, privacy, policy issues Funding, partnerships and Capacity building Project management, IT management National Hub Health Agriculture Disaster Rural & Regional Hubs Communications

Collaboration Between Portals Same topic, same regions (e.g., healthcare in same island) Same topic, different regions (e.g., schools from different islands) Different topics, same regions (e.g., DRM with Healthcare) Different topics, different regions (e.g., regional economic development) a ICT4SIDS Portals support all of the above (e.g., collaboration between Caricom.org countries) Future Work: Automated Scenarios (e.g., setting up a new educational Program collaboratively, emergency readiness)

Information and Communication Technologies (ICTs) (Web Technologies, Mobile Technologies, Sensors, AI Techniques, Analytics, Big Data, Wireless Technologies, Integration Technologies, Computer Aided Planning, etc.) Our Objective: Rapid Adoption of SDGs & Post 2015 Agenda Economic Development (Fisheries, Tourism) (SDG Goal 1, 8) Health (SDG Goal 3) Education (SDG Goal 4) Public Safety (Disaster Management) (SDG Goal 11) Public Welfare (SDG Goal 5, 6, 7) Agriculture, Transportation, others.. (SDG Goal 2, 9, 17) SDGs: Support the 17 Pillars through ICT Most National Visions (e.g., Jamaica Vision 2030)
