November- Syrians Registration 11,877 individuals registered 33% decrease from October(17,660) mainly due to rrestrictions at border since end September which continues to decrease request for appointments. Renewal-Verification 29,000 individuals verified. Since January 2014, approximately 447,400 individuals have been verified. Appointments Requested Approximately 14,000 requests for appointments vs. 16,000 in October. Mainly due to restrictions at the border. Inactivations 4,708 individuals inactivated through the five verification methodologies; decrease from the 23,700 in October mainly due to stop in re-entry exercise as no more lists received from GSO.

Verification Core UNHCR activity for on-going registration. Information checked and updated to reflect significant changes affecting protection and assistance. Checks if individual is in fact, or continues to be, a person of concern in Lebanon. Leads to individuals remaining active or inactivated based on 5 methodologies: 1. Refugee did not collect/redeem WFP E-card for 3 consecutive months. 2. Refugee did not renew his/her registration certificate at the appointed time nor within 3 months thereafter. 3. Refugee has left Lebanon as reported by nuclear family member. 4. Refugee did not show up to the scheduled Renewal-Verification interview. 5. Refugee re-settled/re-established in Syria and no longer requires protection in Lebanon.

October Thematic Questionnaire Theme: Physical and Legal Protection Incidents in past 2 months Sample size: 910 random HH 67% not subjected to physical/legal protection incidents, 16% verbal abuse, 4% discrimination. PA main victim. 63% perpetrator is member of host community, 18% unknown, 11% law enforcement agents. 93% did not report as they did not believe there will be an outcome. Of those who reported, 30% reported to law enforcement agents. 71% stated relations between host and refugee community were good and 12% bad. 61.5% stated relations between host and refugee community did not deteriorate. 38.5% situation deteriorated mainly to security worsening followed by other reasons including tightened measures by the GoL, exhausted resources, increase in crime, lack/exhausted empathy from host community.

November Thematic Questionnaire Theme: Refugees’ knowledge on GOL Policy on Regularization of Residency Sample size: 584 random HH 74% aware of Sep. GOL Residency circular. 58% received information through community, 13% through media. 51% did not approach GSO : of those, 20% due to lack of info on procedures, 16% didn’t think they were eligible, 4% fear of approaching GSO and 41% for other reasons. 49% approached GSO : of those, 40% procedures were long with more than 3 hour wait, 11% asked to return multiple times, 6% asked to pay, 3% turned away. 32% stated they did not face any problems when they approached GSO. Of those who submitted application, 29% received it, 22% did not, and 49% still waiting. 62% received residency within one month. 6% waited for 2+ months. December Theme: registration in Schools

Background and methodology ‘Statistics Lebanon’ conducted for UNHCR a phone survey with Syrian refugees in September 2014 to asses: Means of communication, and Level of information on available services and assistance in Lebanon. Sample of 1,500 Syrian refugees - 10,000 contacts provided by UNHCR.

Key findings: Level of information and awareness

Communication means and needs 95% share the information received through word of mouth, phone/SMS (37.2%), internet (32.1%) 93% have mobile phones, 60% use internet (of whom 85% on mobiles). 99% use Whatsapp, 30% Viber/Skype and 20.4% Facebook 85% need information on how to contact service providers

WASH/Shelter: Limited resources to contact refugees, limited funding, etc. o CDC: Limited numbers, locations, not lifesaving, low awareness/PI, Arabic terminology/local context, etc. o Child services: GOL evolving decisions, limited public school capacities, limited outreach, etc.

Conclusions: How refugees wants to receive information?

Conclusions Survey demonstrates where different sectors/WG should strengthen their information interventions. Mobile technology and social media habits of refugees (SMS/Phone, TV, internet, etc.) Strengthen and expand refugee mobilization: 8.9% wants information through refugee volunteers. 62.5% wants face to face visits.

Establishment of Mass information tools/activities: o INQAL/mapping of hotlines: 85% want to know how to contact aid providers o Hotlines: 275. too many?
