Improving Information Services for Education

The Services The Learner Registration Service, providing the Unique Learner Number The Information Authority providing the policies for collecting and using data The Data Services for collecting, collating and reporting on data

The Strategic Vision New services will transform the way information is shared across the education sector, enabling: Education establishments to personalise services Save time and increase data security Enable individuals to take ownership of their information and to share it with providers and employers if they wish Ultimately provide a picture of every person’s participation and achievement Help the move towards a self-regulating and streamlined sector Enable providers to focus on meeting the needs of learners and employers

Introducing MIAP Services The Learner Registration Service providing the Unique Learner Number The UK Register of Learning Providers The Common Data Definitions

Why do we need MIAP? MIAP services are providing a unique identifier for learners based on a ten digit number

The Unique Learner Number On its own the 10 digit number has no use The number needs to be verified i.e. it requires the learner’s personal details to be attached to the number Verification Guidelines The information against the number needs to be shared by authorised bodies Fair Processing Notice http://www.teachernet.gov.uk/management/ims/datamanagement/fpnpupils/ http://www.teachernet.gov.uk/management/ims/datamanagement/fpnpupils/

Relation to other numbers NumberRelation Unique Pupil Number ULNs will be stored against NPD records. No other relation. UPN stops when the student leaves school National Insurance NumberNo formal link, the NINO is not stored Scottish Candidate NumberCan be linked to a ULN record Contact PointNo formal link

The Data Items Find Learner by Demographics Given Name Family Name Date of Birth Gender Last Known Postcode Previous Family Name ; School at Age 16 Place of Birth; Email Address Find by ULN ULN Given Name Family Name Additional Fields Preferred Given Name Middle Other Name Previous Family Name Family Name at 16 School at Age 16 Last Known Address line 1 Last Known Address Line 2 Last Known Address Town Last Known Address County or City Date of Address Capture Place of Birth Email Address Nationality Scottish Candidate Number Ability to Share Verification Type

ULN MIAP Learner Registration Service ULN How does it work? A learner arrives at a learning providerThe learning provider queries the LRS The learning provider receives/creates the ULN Learner leaves learning provider Learner moves learning provider or returns for further learning The new learning provider queries the LRS The new learning provider receives the ULNLearner leaves the learning provider ? ? ?

Local Authorities and the LRS Local Authorities interact with learners in a number of different ways: Adult Education provision Responsibility for the education of children to age 16 in the Local Authority CPD of Local Authority staff Work Based Learning provider Facilitating sub-contractors and consortia Current advice: The Local Authority to register as a Learner Registration Body The LA creates an agreed Super User The Super User creates Super Users/Users in the different sectors of the LA who will enrol learners and verify ULNs Where the LA uses sub-contractors, if these offer significant training/learning then they can register as LRBs, if appropriate

How to get a Unique Learner Number A learner can only obtain a ULN by being enrolled on a learning course The learning provider will obtain the ULN for the learner This can be done by: Individual enrolment onto the LRS via the web portal Using the batch upload facility onto the LRS interface Using web services via your MI system

Creating a ULN via the web portal Log onto the LRS Find by Demographics Enter five essential fields Click on Find Learner Receive ULN, or create a ULN or between 2 and 5 ‘possibles’

Batch upload using the LRS Interface This is aimed at Colleges and Work Based Learning providers, but may be relevant to schools as a contingency system Prepare a CSV or XML batch file Validate your file using the Validator Tool Upload the file into the LRS interface The next day, download the file with the ULNs and the output file Incorporate the ULNS into your MI system

Batch upload using Key to Success This is the system designed for schools to transfer information securely via the Common Transfer File (CTF) Export a file from the MIS system based on the Unique Pupil Number (UPN) Upload the file to Key to Success The Key to Success site will match the UPN to the National Pupils Database (NPD) and add the appropriate ULN Download the file containing the ULN linked to the UPN Incorporate into your MI system Upload file into the Diploma Aggregation Service

Web Services This is aimed at Colleges and Work Based Learning providers with their own ‘in-house’ MI systems as well as MI software providers for sectors Approximately 5 web services currently available Seamless link of MI system into the LRS Test server available Technical support available The future proof solution!

What’s in it for me? Not a lot in the first year, however…… Projects in 08/09 using the ULN include: The 14-19 Diploma – the ULN is required in order to create a Learner Account in the Diploma Aggregation Service. ULN will act as a common identifier The ILR – the ULN is a mandatory field in the ILR returns for all learners from Sept 2008 The Skills Accounts Pilot – ULN will be used as a common identifier to join up information obtained from different sources The Apprenticeship Matching Service – ULN simplifies the common application process The Qualification Credit Framework – will use the ULN to combine components into a single award and to store components in the learner record Offender Learning and Skills – from September, inclusion of OLASS module Education Maintenance Allowance – supplementary identifier for tracking the effectiveness of funding

The 14-19 Diploma and the ULN School Register with LRS Identify Super User and Users Upload batch of UPNs to Key to Success, download ULNs Use LRS portal to obtain ULN for any non-identified learners Transfer ULNs to MIS Create Learner Accounts on Diploma Aggregation Service College Register with LRS LRS Identify Super User and Users Create batch file of learners Upload to LRS Transfer ULNs to MIS Create Learner Accounts on Diploma Aggregation Service

ILR Submission We are asking for the ULN in the ILR for a number of reasons: To track uptake To minimise reporting requirements on providers To provide anonymous progression and attainment reports

The ILR 2008/09 The ULN field is a validation field for 2008/09 The ULN field must be filled in For learner responsive and employer responsive the field should be completed either with a ULN or 9999999999 The number of 9999999999s will be monitored and support offered The ULN should not be a barrier to enrolment or funding

Slide 20 The MIAP Learner Record The QCA Diploma Aggregation Service Learner Account The QCF Learner Achievement Record

The Learner Record The Learner Record is still in development: The first version will be available for academic year 08/09 The second version will be available for academic year 09/10 It will contain a learner interface It will contain a web service interface It will have granular consent management It will contain data from the ILR It will contain data from the NPD Functionality is subject to change
