13 Public Bodies (Joint Working) (Scotland) Act Royal Assent 1 April 2014 Enactment – 1 April 2015 KEY PRINCIPLES –Nationally agreed outcomes –Joint and equal accountability –Integrated budgets –Strengthened role for clinicians, care professionals and third and independent sectors

14 What Will Be Integrated? Minimum requirement of Act is all Adult Services Glasgow is integrating all Social Care services: –Older People –Disabilities –Mental Health –Addictions –Homelessness –Children and Families –Criminal Justice

15 Joint Management –Delegation Between Partners or –An Integration Joint Board (“Body Corporate”) Glasgow is pursuing the Integration Joint Board model

16 Integration Joint Board Voting Members –Elected Members from Glasgow City Council –Non-Executive Directors or other nominees from Health Board Non Voting Members –Chief Social Work Officer –Clinical Director –Staff representatives –Voluntary / Independent sector reps –Service user & carer reps

17 Integration Joint Board Oversee the development of the strategic plan for the partnership area. Ensure delivery of national and local outcomes. Allocate resources at a high level between the council and health board.

There is an expectation within the legislation that the Third Sector is involved in the Integrated Joint Board as a non-voting member; what are your views about how this can be most effectively provided for within Glasgow when the partnership involves pre-birth to death provision?

25 Why do we need a Framework Agreement? Provide real choice for service users Support a creative and varied market Refreshing GCCs contractual arrangements System that assures good balance between quality and cost Supports co-production in service design between service users, CMs, providers, families Fair and transparent system

26 What are the Main Features of the Framework Agreement? Open Tender for Part B services Run on the Public Contracts Scotland tender (PCSt) system (E-Tender) Apply to new business only. The only existing business subject to this framework will be support that requires to be re-tendered during the lifespan of the Framework Agreement. Established for a maximum of four years Advertised in May 2014

27 What is the scope of the Framework? Broadly speaking this framework will apply to selected social care support purchased by GCC on behalf of: Adults aged under 65 who have Mental Health issues Adults aged under 65 who have Disabilities Children affected by disability Adults aged over 65 years

28 Types of support included 3 main lots/categories of support: Care and Support Day Opportunities/Employability supports Short Breaks Broken down by: Mental health, Disabilities, Children affected by disability, Older people

29 What is the value and scope of the Framework? Our business case estimates the total value of business to be allocated by this Framework at just under £5million pounds per year or around £20million over a 4 year lifespan.

Open Tender for Part B services Run on the Public Contracts Scotland tender (PCSt) system (E-Tender) Not Price Competitive / Fee level for each category Apply to new business and NCHC business Established for a maximum of four years (2+1+1) Advertised in April 2014

35 Types of Support included: Lots to be part of tender Residential Care Nursing Care Intensive Care & Support (Replacing current specialist categories of care)

36 Categories of Care & Lot Selection - 3 Lots comprising of 4 Categories of Care -Nursing Care, Residential Support, Intensive Nursing Care and Intensive Residential Support. (Either on Long and Short term admission) - Limited Lot selection will impact on a providers ability to deliver other unselected Categories of Care.

37 What is the estimated contract value? Circa £50m over 4 years Uplift identified for the period of the Agreement; implemented in year 2 through to year 4. Dependent on demographic factors Dependent on strategic direction of the council post- independence referendum

39 Public Contract Scotland Tender (PCST) You MUST register at http://www.publictendersscotland.publiccontractsscotland.gov.uk All Providers will be required to submit a response via this electronic tendering portal There is on-line help and support available on the system Key is to register as soon a possible

43 www.yoursupportglasgow.org Image provided by careimages.com Background: was developed in conjunction with OLM (our IT providers) provides information on services available, not just Council commissioned services, allowing citizens to participate fully in their community, maintain their independence and have greater choice and control over how their needs and desired outcomes are met allows providers the option to update and maintain their own information produces guides on various topics including Personalisation and Client Contribution launched to public on 30 November 2012 and listed 374 services

44 www.yoursupportglasgow.org Image provided by careimages.com Now lists 769 services listed with 216 of these being maintained by provider software used to host the system has been upgraded allowing the site to be more accessible; mobile friendly; will also allow providers to upload images and documents early this year we carried out review of website and feedback indicated that people found the site difficult to navigate therefore we’ve been working on developing proposals to restructure and change how we update

45 www.yoursupportglasgow.org Image provided by careimages.com Proposals: we want to make it easier for people to find information so have developed a new structure – before we implement this we are consulting with various stakeholders – staff; service users and Providers. the stakeholder engagement will be ongoing and we want the groups to be involved in future development of the website, including content and guides If you wish to be involved in the Providers stakeholder engagement then please make your group facilitator aware of this

46 www.yoursupportglasgow.org Image provided by careimages.com Next steps: developing a series of Provider Learning workshops; the first couple will be about how to login into your account / update your information and how to structure your information setting up ‘drop-in’ sessions once a month at different locations (which will be communicated to you) and if you need some support to update your information you can drop-in and get individual advice carrying out a variety of exercises to increase awareness of the website – both with providers and public encouraging more providers to take responsibility for updating and maintaining their information. If you are unsure if you are listed on the website, check with your group facilitator after this demo integration of paypal to allow service users to manage their budget and buy services / pay personal assistants via portal. Pilot scheme currently in development
