Why supporting smarter transport in cities? EIB: need 40 bn EUR investment annually for up-to- date urban transport systems. Market for mobility solutions = 1.8 trillion EUR market by 2020. New market players: BlaBla Cars valued at 1.4 bn EUR, convergence electric-shared-automation in cities

EC role in financing projects in innovative, smart, sustainable urban mobility: 1)Co-fund and de-risk R&D (Horizon2020): PPP-consortia for demonstration projects - Electric buses, logistics, vehicles (80 mEUR per year) 2)Facilitate cross-border aggregation of smaller investments by cities and industry > Smart cities Action Clusters: city electromobility and smart mobility services 3)Technical Assistance for setting up big investments by cities, public transport and infrastructure operators: ELENA-EIB (Horizon2020, 50 mEUR) instrument and link with EFSI Hub

Example: Zero Emission Bus Transport Foundation (ZEB) (NL) Objective: replace the complete fleet of diesel buses currently used in the province of North-Brabant and Limburg by Zero Emission Buses. ELENA Assistance: EUR 2,5 million grant to coordinate the programme, validate the investments, prepare the procurement and facilitate the mobilisation of financing. Outcomes: A total of 626 zero emission buses and related charging infrastructure is included in the investment programme of EUR 587 million. 3) ELENA: technical assistance

ELENA: Technical Assistance grants to help project promoters (e.g. local and regional authorities) to invest in energy efficiency + clean urban transport Preparation of tendering procedures and contractual arrangements Financial engineering (e.g. business plans,setting up financing schemes) Technical engineering (e.g. feasibility studies, energy audits) Financing: loans, grants, equity, third party financing from ESCOs,..
