Current Professional Development Requirements First professional development period begins July 1 following the effective date (2/1 or 9/1) of the Professional certificate Certificate issued on or after 2/2 and before 9/2 has a 9/1 effective date Certificate issued on or after 9/2 and before 2/2 has 2/1 effective date A professional development year is July 1st - June 30th Teachers employed in a NYS public school must complete 175 hours of PD every 5 years to maintain the validity of the Professional certificate School District reports PD hours annually Certificate holder teaches less than 90 days in a given school year for any reason, including an approved leave, the required hours are reduced by 10% for each school year during which this is the case Teachers not employed in a NYS public school, the required hours are reduced by 10% for each year that this is the case

Certification Issue vs. Effective Dates As of December 4, 2013, the date a certificate is issued is the date the certificate is effective. Prior to December 4, 2013, certificates were issued with an effective date of either February 1 or September 1 Certificates issued between September 2 and February 1 will have an expiration date of January 31 Certificates issued between February 2 and September 1 will have an expiration date of August 31

New York State Administrative Procedure Act SAPA §401(2) provides: when a licensee has made timely and sufficient application for the renewal of a license or a new license with reference to any activity of a continuing nature, the existing license does not expire until the application has been finally determined by the agency Application must be: Timely – filed prior to expiration of previous certification Sufficient – meets all of the requirement Continuing – must be in the same certification area (certification progression or time extension)

Expedited Service School districts, charter, non public schools or agencies that require certified personnel, may request expedited service for priority processing of certificate applications for candidates they are seeking to hire to fill vacant positions Expedited service is primarily intended for new hires; however requests for expedited service will also be accepted for teachers whose current certificate is expiring and who are required to hold certification in another area The Regional Certification office will determine if the case can be expedited based on the information in TEACH and/or information supplied by the District

Time Extensions vs. Initial Reissuance Two year time extension available for a $50 fee on Initial, Transitional, Provisional certificate. Applications accepted seven months before the expiration date of the certificate The third year time extension is only available if in the six-months preceding the end of the two year time extension, the certificate holder is faced with an extreme hardship and is unable to complete the requirements for the Initial, Permanent or Professional certificate in a timely manner Initial classroom teacher certificate, if expired, may be reissued once, for five years only if applicant does not already have three years of teaching experience Initial Reissuance also requires: 75 hours of acceptable PD within the year prior to applying for the reissuance of the Initial certificate Re-take and pass the NYS Teacher Certification Examination, Content Specialty Test(s) in the certificate area within one year of application

Experience Requirements for a Professional Certificate Three full years of classroom teaching experience required. Experience must be completed in a public or approved independent school at the PreK-12 setting. Experience does not have to be in a NYS public school 540 days of substitute teaching experience may satisfy the experience requirement in lieu of three full years Teachers who hold Initial certification with a 2/1/14 effective date or later must have experience in the content/area/level of the certificate Teacher with more than one certificate, Service under one certificate may be used to fulfill the experience requirement for all the other Professional teaching certificates

Administrative Experience for SAS/SBL Certificates Permanent (SAS) Certificate requires 2 years of full-time administrative experience. Professional (SBL) requires 3 years full-time experience in an educational leadership position, which must include at least one year as a school building leader Acceptable Leadership Experience Key Responsibilities: Hiring and retention of certified professional personnel Pedagogical supervision and performance evaluation of certified personnel Budget preparation and implementation (this does not include being given discretion to spend minor sums of money on departmental supplies such as paper, pens, chalk, etc.) Curriculum development and supervision of its implementation Percentage of Time: More than 60% of the person’s work schedule is leadership in nature

Administrative Titles for SAS/SBL Certificates Examples of Valid Administrative Building Level Titles: Principal, Assistant Principal, Vice Principal, Associate Principal Director (i.e., of Special Education, of Physical Education, of Elementary Education, of Secondary Education, of Career and Technology Education, of Pupil Personnel Services) Supervisors, Department Chairperson, Coordinator, Unit head Titles that are generally NOT considered administrative: Dean of Students Instructional Support Services Coordinators (as defined under regulation) Athletic Director Chair of the Committee on Special Education Civil service positions

Mentoring The purpose of the mentoring requirement is to provide a new teacher with support in order to gain skillfulness and more easily make the transition to one’s first professional teaching experience. Therefore, new Initial certificate holders are to receive mentoring from an experienced teacher School Building Leaders in the first year of employment must also complete mentoring If a teacher has had at least two years of teaching prior to service in a public school under an Initial certificate, the teacher is exempt from the requirement to complete a mentored experience If the Initial certificate holder is in his or her first year of teaching and is employed in the district for more than 40 contiguous days (approximately.22 FTE), the district must provide mentoring to such long-term substitute teachers

DASA Workshop Effective December 31, 2013, all applicants for Certification are required to complete six clock hours of coursework or training in accordance with Article 2 Sections 10-18 of the Education Law. This training is available only from a provider approved by the New York State Education Department Candidates completing NYS registered teacher education programs leading to Certification after December 30, 2013, workshop completion will not display in the workshop table on TEACH Once a recommendation from the institution is made, the requirement will appear as “checked off”. The training is a required component of the programs, and no additional training is required

Changes to Reciprocity To receive an Initial certificate through reciprocity, an applicant must meet one of the following requirements: Complete a comparable, approved teacher preparation program, in the subject of the application, at a college in another U.S. State or Territory that would lead to an institutional recommendation for certification in the state the college is located Possess a valid, comparable, U.S. State or Territory certificate in the subject of the application and have three years of certified teaching experience in that subject, within five years of the application date Either option also requires the applicant: Hold a bachelor’s degree with 2.5 cumulative GPA in a Bachelor’s or higher degree Satisfactory passing score on all required exams for Initial certificate sought Fingerprint Clearance Complete all required workshops

Changes to Reciprocity Continued The Conditional Initial certificate is valid for one year, during which time the applicant must complete the New York State edTPA assessment for Initial certification. Upon completion of the edTPA assessment, an Initial certificate will issue with the same effective date as the Conditional Initial certificate and be valid for five years from the date of the Conditional Initial Expedited Service Requests only acceptable when applicant has passing result on all exams (except edTPA) and completed all workshops

Supplementary Certificates Issued to New York State certified classroom teachers to enable them to teach in a different subject area where a shortage exists. The district/employer must submit a recommendation in TEACH Valid for three years while completing requirements for the Initial or Professional certificate in the new subject area. Leads to Initial Certificate, Professional Certificate

New Certification Exams & Safety Nets May 2015- The Board of Regents, by Emergency Regulation Created Safety Nets until June 20, 2016 Academic Literacy Skills Test (ALST)- Candidate who fails ALST can submit Attestation from College/University Educating All Students test (EAS)- Safety Net Passing Score – 500 vs. 520 edTPA Safety Net- Approved July 2014- candidate who fails edTPA may use a passing ATS-W score in lieu of passing edTPA Select Redeveloped Content Specialty Tests (CSTs).- Candidates who fail Redeveloped CST can take Safety Net CST instead of re-taking Redeveloped CST
