1 CRISP: A Regional Health Information Exchange Serving Maryland and D.C. March 8th, 2016

2 CRISP Chesapeake Regional Information System for our Patients, or CRISP, is a regional health information exchange (HIE) serving Maryland and the District of Columbia. We are a not-for-profit organization advised by a wide range of stakeholders who are responsible for healthcare throughout the region. CRISP has been formally designated as Maryland’s statewide health information exchange by the Maryland Health Care Commission.

3 State Designated MSO A state Designated Management Service Organization(MSO)provides technical assistance to health care providers in adopting an electronic health record system, achieving Meaningful Use, reporting quality initiatives, redesigning workflows, and help facilitate patient engagement with health (IT). 4 History of REC Program In 2010 The Regional Extension Center was created and DHMH and CRISP partnered to significantly advance Health IT in Maryland. The REC provided incentives to state-designated MSO’s to assist providers in achieving Meaningful Use. In September 2014, CRISP reached its REC program goal of assisting 1,000 primary care providers to Meaningful Use. After receiving the 14 month No-Cost Extension from ONC in Spring 2014 CRISP’s REC continues to support PCP’s and to date has assisted 1,100 PCP’s to Meaningful Use.

5 New MSO Opportunity In partnership with MHCC and DHMH, we are excited to share our new MSO’s incentive program. The new program is similar to the REC program with new milestones to be achieved. The new program focuses on a particular group of providers and helping them adopt, implement or upgrade their CEHRT, receive AIU payment and perform an HIE Readiness Assessment.

6 MU Education and Outreach MSOs will assist practices using EMRs with the aim of improving patient experience and improving the health of the patient population, while reducing health care cost. Goals for FFY 2016 Increase Adopt, Implement and Upgrade (AIU) attestations by at least 200 providers who currently do not have a CEHRT installed and are eligible for the program Increase Adopt, Implement and Upgrade attestations by 150 potentially eligible Medicaid providers who report through a board of physicians license renewal survey to having a EHR. Complete a minimum of 150 HIE Connectivity Readiness Assessments

7 MU Education and Outreach cont… CRISP will target providers identified by DHMH as eligible providers for the EHR incentive program with fax, emails, phone calls and in person meetings. The list of providers are “potentially” eligible for the program. The providers may have 30% Medicaid patient volume in 2014. However, they are not guaranteed to meet the patient volume requirement.

8 MSO Engagement The MSO will reach out to practices to begin initial engagement and have the organization sign the MSO and Provider Agreement. The signed agreement will be sent to CRISP and the detailed information will be tracked in Salesforce. CRISP will update the provider list regularly, to assist in identifying what practices are already working with a MSO.

9 Milestones The Milestones are a slightly different than the REC program. Milestone 1: Adopting CEHRT and submitting a completed Verification form to CRISP for the EHR Incentive Program. Milestone 2a: Successfully meeting Medicaid EHR incentive program requirements for achieving AIU, receiving payment from Maryland Medicaid and Completing HIE Connectivity Practice Readiness Assessment, including a completed verification form. Milestone 2b: Completing the HIE Connectivity Practice Readiness Assessment, including a completed verification form. A verification form will be completed by the practice's point of contact and submitted by the MSO. This form will be sent to CRISP and the added detail will be tracked in Salesforce.

10 Milestone Payments Milestone 1 completion-$1,000 Milestone 2a completion-$1,000 Milestone 2b completion- $250 Max incentive payment is $2,000 per practice Milestone 2a or 2b can be completed independent of Milestone 1 MSO will need to check with CRISP prior to completing Milestone 2a and 2b to ensure another MSO is not currently supporting the practice

11 HIE Connectivity Practice Readiness Assessment MSOs will be provided with the HIE Connectivity Readiness Assessment packet. They will partner with the practice and or the EHR vendor to populate the necessary fields for CRISP to begin ambulatory integration. CRISP will take the information collected and reach out to the vendor and practice to start HL7 testing
