14 (a) Key outcomes of the KHDR 2010 Legislation and policies are aligned with high European standards Implementation and monitoring of laws and policies is a big problem Most vulnerable groups with regard to social exclusion are: Children and youth People with disabilities The long-term unemployed, and Roma, Ashkali and Egyptian community members

15 (b) 2 Primary drivers of social exclusion Absence of policy leadership on social inclusion issues, and Failure of sectoral interlinkages and cooperation (e.g. between education and economic sectors).
