2. Purpose To give the status of NPO partnership with the Department and the highlights of the district and Provincial dialogues in the Province

3. Demographic profile The Province of Limpopo is situated in the north of the Republic of South Africa. It shares borders with the provinces of Gauteng, Mpumalanga and North West. It also shares borders with the Republics of Mozambique in the east, Zimbabwe in the north and Botswana in the west. The province covers an area of 123 910 km 2 with an estimated population of 5.55 million.

6. The context The province is experiencing a substantial cross-border migration which impacts on service delivery and Programme funding. The impact varies on the basis of geographical proximity with Vhembe, Mopani and Capricorn districts being impacted mostly.

7. The context According the national HIV and syphilis survey (2010), the HIV prevalence in Limpopo was estimated at 21.9 % and this has strained the department as there is a growing number of orphans and vulnerable children who need dedicated care and support. A total of 44 709 orphans and vulnerable children benefited from services rendered by NPOs in 2011/12 financial year. Children 0-4 population is 644 866 and 17 % of the children access the ECD services in 2012/13.

8. The context The province is still experiencing domestic violence with the highest prevalence being in Vhembe district. A total of 2553 cases were reported in the first quarter of 2012/13. The number of organizations providing services to people with disabilities increased from 38 (2011/2012 ) to 81 (2012/13) albeit funding challenges. Funding of older persons Programme is still skewed towards residential facilities than community based services.

9. The context All in all the province is striving to ensure that service provision responds to the needs of the population which is predominantly rural based.

17. Funding of NPOs In 2011/12 financial year, the Department has funded NPOs to the tune of R348 million which covers the following area: – Early Childhood Development Centers (crèches)- ECD Programme, – Respite care (stimulation centres), – Drop-in-centers (DIC) – Services for older persons in partnership with communities – Social Cooperatives For 2012/13 a total of R361 million has been set aside for NPO funding

HIGHLIGHTS OF ISSUES RAISED DURING DIALOGUES THEME 1: LEGISLATIVE MANDATES Location of the NPO Directorate at National Office according to Chapter 2 of the NPO Act affects accessibility of services to NPOs. The NPO office is centralized in one Province (Gauteng Province) and this causes the delay in the processing of new applications It is costly for NPOs to make continuous enquiries and sometimes have to travel to Gauteng to submit documents and get feedback regarding applications. No uniform policy for funding of NPOs No uniform costing model for funding of stipends and salaries in the NPOs No policy to regulate the mushrooming of NPOs in the communities

THEME 2 : TRANSFORMATION Slow process in transforming the previously advantaged NPOs Funding criteria is uniform to developed and emerging NPOs Participation of community structures still minimal in the governance of NPOs Accessibility of services to other racial groups in previously advantaged NPOs Minimal services by developed NPOs in deep rural areas Accessibility of services to people living with disabilities

28. THEME 3: FUNDING AND RESOURCE MOBILIZATION Limited funding allocation to NPOs to cover all their service delivery areas New NPOs are not funded due to budget constraints Subsidy for ECD’s in Limpopo is R12-00 per day, whereas in some in provinces it is R15-00. Means test for children should be done away with as it affects the rights to access to education to all children Late transfer of funds to NPOs affects service delivery Funding models differ from one province to the other on the same programmes Unavailability of funds for infrastructure compromise compliance with Norms and Standards set by the Department

29. THEME 4: CAPACITY BUILDING Accredited training should be conducted for both funded and unfunded organizations on the following identified training needs: - Project management - Governance - Marketing - Financial management - Monitoring and Evaluation Inadequate monitoring and support by the Department

30. HIGHLIGHTS OF RECOMMENDATION It is recommended that the NPO Registration Office be decentralized to the provinces. The Department to develop uniform funding model The funding of NPOs should include infrastructure needs to improve service delivery and compliance with Norms and Standards Implement and monitor transformation of NPOs

31. HIGHLIGHTS OF RECOMMENDATION Norms and Standards for the establishment of NPOs in communities to be developed and regulated (radius) The Department must have dedicated staff to monitor and support NPOs Review funding criteria to give preference to disadvantaged and emerging NPOs All NPOs should receive training prior and post funding to improve compliance and accountability
