All source selection start dates are subject to change The list is a current “as is” state of SITEC Application Management All requirements on this list still need to be reviewed for continued performance Some requirements may be accelerated, some may be deleted some will remain as projected for source selection A very low percentage (<1%) of these requirements may get rolled into SITEC II enterprise if it is in the best interest of the Government. A very low percentage (<1%) of these requirements may get recompeted on GSA Alliant Some requirements may get deleted based on needs of the Government Some new requirements may get added (highly likely!) to this list.

9 The Contracting Officer’s Plan on the Recompete Schedule
My plan is to publish this recompete list on GSA Alliant Small Business as an 18 month Recompete Schedule It will remain open for 18 months on eBuy My plan is to update the recompete schedule every quarter or as required if it is a significant acceleration. If a requirement is deleted I will attempt to offer an explanation if at all possible. The intent is to allow the 68 GSA Alliant Small Business prime contractors an opportunity to team and forecast their bid and proposal budgets to target requirements that are well within your capability.

19 SOCRATES BACKGROUND Description: SOCRATES is the USSOCOM SCI intelligence automation enterprise architecture to include the JSOC SOIS that directly supports USSOCOM’s global mission by providing a seamless and interoperable interface to SOF, DoD, national, and service intelligence information systems. It provides the capabilities to exercise command and control, planning, collection, geospatial collaboration, automated mapping services from NGA, data processing, video mapping, and a wide range of automated intelligence analysis, direction, intelligence dissemination, imagery tools and applications, as well as news and message traffic. 20 SOLICITATION This acquisition is a CPFF, which includes a base performance period of 12 months and four 12-month options. Technical is significantly more important than Past Performance, which is more important than Task Order Cost. Three Separate CLINS Labor Travel IT Acquisition Award determination will be based on the proposal that represents “best value” to the government. This permits tradeoffs among cost or price and non-cost factors and allows the Government to award to other than the lowest priced proposal or other than the highest technically rated Offeror.

22 PAST PERFORMANCE OVERVIEW
Provide two examples of past performance under a federal contract/task order that show relevant past performance in which the work performed was similar in scope and complexity to the requirements described in the SOW. The Government will evaluate the technical similarity, quality, timeliness, and customer satisfaction of the contractor’s performance. In evaluating past performance; the Government reserves the right to use data obtained from other sources as well as that provided in the proposal. This includes information contained in the Past Performance Information Retrieval System (PPIRS).

23 PRICING OVERVIEW Offerors shall submit a cost proposal, consistent with their Alliant contract, with supporting information for each cost element, including, but not limited to: direct labor (based on Alliant Contract labor categories), fringe benefits, overhead, general and administrative (G&A) expenses, facilities capital cost of money, ODCs, and profit consistent with their cost accounting system, provisional billing rates, and forward pricing rate agreements. The cost proposal shall include a Basis of Estimate (BoE) that explains the rationale for proposed costs and contains a concise level of detail to fully support the review of the proposal. The BoE shall discuss the methodology used to prepare the cost proposal. Offerors shall clearly explain the application methodology for all indirect rates. These rates will be used in the evaluation when calculating the Offeror’s total cost.

RATINGS Color Description Blue Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low. Purple Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low. Green Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate. Yellow Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high. Red Proposal does not meet requirements and contains one or more deficiencies. Proposal is unawardable.

26 PAST PERFORMANCE RATING OVERVIEW
Past and Present Performance Factor Ratings RATING Description Exceptional Performance meets contractual requirements and exceeds many to the Government’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective. Very Good some to the Government’s benefit. The contractual was accomplished with some minor problems for which corrective actions taken by the contractor was effective. Satisfactory Performance meets contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory. Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains a serious problem(s) for which the contractor’s corrective actions appear or were ineffective.

27 PRICING OVERVIEW The Cost/Price Team will evaluate the Offeror’s cost/price proposal by determining reasonableness and realism, using one or more of the techniques in FAR CPFF Contracts (with compliance in FAR15.404), to arrive at a Most Probable Cost (MPC). The Offeror’s proposal will be evaluated for award based upon the proposed price for the entire period of performance (including option years).
