2 E-government Model
3
3 Coursey and Norris (2008) Phases or stages of e-government models may be distinguishable from each other only in a conceptual or technical sense Phases or stages are neither necessarily sequential nor linear Normative interpretation does not make much sense. Cutting-edge tech. is not always good
4
4 Coursey and Norris (2008) Technology-oriented and service provision oriented without consideration of demands. Citizens are simply assumed to be able to take fully advantage of e-government services once provided
5
5 Mode of E-government Use E-government in the utilitarian model is rarely transformational and participatory Normative definition of e-government is just a mirage. Positive definition Shift from the technology-centered/service provision-oriented approach or to client-centered (centric)/need driven approach.
6
6 Mode of E-government Use
7
7 Client-centered Approach Shift from the technology-centered approach or to client-centered (centric) approach. From service provision-oriented approach to demand and need-oriented approach Ask market demand first. “What citizens want to have?” rather than “Which services my boss wants to sell (how to spend tax for e-government)?”
8
8 Demand and Supply Client (Demand) –What citizens want? (willingness) –Do citizens know how to use? (knowledge) –Can citizens use? (ability) Service provision (technology) –Plausible technologically? –Technology penetration –Minimum level of technological sophistication

9 Type of Online Services Information Flow InteractionExample G2CProvisionMediaDownload G2CTransactionMediaTax filing G2BInteractionMediaProcurement G2C, G2B,.. InteractionComputer- Human E-mail, chatting
10
10 Task-Technology Fit Determine a particular task and then decide proper technologies From easy and simple tasks to complicated ones Use minimum level of technology in order for accessibility (consider clients’ diversity) Consider legal and ethical constraints.

11 Korean E-government 1
12
12 Korean E-government 2 Leadership by Kim Dae Jong (1998-2003) and Roh Moo-Hyun (2003-2008) Small territory and condensed population: relatively easier and less costly Citizen’s attitude to follow what others are doing. (buy new machines and use common technologies) Homogeneity and belongingness
13
13 Selection and Concentration Frequently used applications With significant spill-over effects Then expand to other applications Incremental approach due to limits in budget and IT expertise. Minimize conflicts (accessibility issue and others) and maximize effects
