2 Disadvantaged Business Enterprise Program Governed by 49 CFR Part 26 Definition: –DBE means a for-profit small business concern That is at least 51 percent owned by one or more individuals who are both socially and economically disadvantaged or, in the case of a corporation, in which 51 percent of the stock is owned by one or more such individuals; and Whose management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals who own it.

Bond Guarantee Program Open to DBEs who have completed the CMDP The State of Florida acts as a second surety, guaranteeing the construction bonds for DBEs working on FDOT projects Bond guarantees up to 90% for a contract of $250,000 or less Bond Guarantees up to 80% for a contract greater than $250,000 and no more than $500,000. 26

DBE Supportive Services Program Administered by the Blackmon Roberts Group (BRG) Certification assistance Assistance to DBEs in a number of business related areas including finance, accounting, bonding, and business law. Assist DBEs in developing relationships with prime contractors and learning how to take advantage of subcontracting opportunities 27
