3 LBNF P5 Mandate: Scope of LBNF/DUNE based on science requirements 09.29.15E McCluskey | LBNF/DUNE Project3 “For a long-baseline oscillation experiment, based on the science drivers and what is practically achievable in a major step forward, we set as the goal a mean sensitivity to CP violation of better than 3σ over more than 75% of the range of possible values of the unknown CP-violating phase δCP.” “With a wideband neutrino beam produced by a proton beam with power of 1.2 MW, this … implies a far detector with fiducial mass of more than 40 kilotons of liquid argon and a suitable near detector.” This is the scope of the LBNF/DUNE project, detailed in P5 as “The minimum requirements to proceed are the identified capability to reach an exposure of at least 120 kt*MW*yr by the 2035 timeframe, the far detector situated underground with cavern space for expansion to at least 40 kt LAr fiducial volume, and 1.2 MW beam power upgradable to multi-megawatt power.”

4 LBNF Facility and Experiment as separate major subprojects 09.29.15E McCluskey | LBNF/DUNE Project4 For the DOE portion of the LBNF/DUNE Project, this one project with a single Federal Project Director. LBNF and DUNE share common Project Office Resources. Internationally, the facility, LBNF, is treated as a separate project from the experiment, “DUNE”  This facilitates CERN as facility partner  Fermilab oversees LBNF Project  Facility is separated in to those at Near Site (at Fermilab) and those at Far Site (Sanford Underground Research Facility or SURF) DUNE Collaboration  comprises 776 members from 26 countries and 144 institutions (~ half international)  oversees the DUNE Project  Major partners already engaged include CERN, Switzerland, UK, India, Italy, South Dakota

8 LBNF Lease for LBNF at SURF 09.29.15E McCluskey | LBNF/DUNE Project8 SURF is owned by the South Dakota Science & Technology Authority (SDSTA) for the State of South Dakota. DOE has determined that a surface land lease and underground space lease is required to allow construction of a DOE capital asset at a non- DOE site, in accordance with the LBNF/DUNE Real Estate Plan. DOE intends to enter into a $1/yr lease with SDSTA for use of only the space at SURF required for LBNF. This would put this space under the control of DOE. (no other spaces are presently leased at SURF) Non-LBNF space at SURF will remain under SDSTA control. The lease will go into effect prior to the start of any construction at the site. In addition, an agreement (to be drafted) between Fermilab and SDSTA will outline the manner in which the two entities will work together to execute LBNF and DUNE. The draft lease is under review by the stakeholders.

13 LBNF Cost Methodologies for LBNF/DUNE 09.29.15E McCluskey | LBNF/DUNE Project13 DOE portion of LBNF/DUNE uses standard DOE total project cost (TPC) accounting  DOE TPC is $1,457M Non-DOE accounting for in-kind contributions is modeled after LHC accounting at CERN, called CORE accounting CORE contributions in either monetary units or labor hours include:  Technical components for the facility or experiment and the effort of the staff needed to produce, install, and test them  Major facilities for the experiment  Other products and services relevant for the completion of the facility or experiment  e.g., components, production, outsourced assembly, installation, and commissioning, or what is known in the U.S. as M&S costs and the direct labor involved to produce components

14 LBNF Summary 09.29.15E McCluskey | LBNF/DUNE Project14 LBNF/DUNE is moving quickly to create the world’s largest neutrino experiment and facility. Early FSCF construction approval will keep the LBNF/DUNE program on track to follow-on cryogenic and detector installation and is the critical path to detector data-taking. LBNF/DUNE is planning to start construction at SURF 2017.
