3 1. FTA Training Requirements

4 FTA Training Requirements 49 CFR Part 655.14 (a) Education Component: Display and distribution of informational material (b)Training Component: 1.Covered Employee 2. Supervisor

5 "The education component shall include display and distribution to every covered employee of informational material and a community service hot-line number for employee assistance, if available." Education Component 49 CFR Part 655.14(a)

6 Training Component 49 CFR Part 655.14(b) (1)"Covered employees must receive at least 60 minutes of training on the effects and consequences of prohibited drug use on personal health, safety, and the work environment, and on the signs and symptoms that may indicate prohibited drug use".

7 Key Points: Covered Employee Training "Policy review" is not meeting the spirit or intent of this requirement Keep material updated with current drug trends, paraphernalia and slang terms If alcohol misuse is included – make sure it is in addition to the 60 minute minimum

8 Training Component Cont. 49 CFR Part 655.14(b) (2) "Supervisors and/or company officers authorized to make reasonable suspicion determinations shall receive at least 60 minutes of training on the physical, behavioral, and performance indicators of probable drug use and at least 60 minutes of training on the physical, behavioral, speech, and performance indicators of probable alcohol misuse".

9 Key Points: Supervisor Training Focus on the empowerment of supervisors Assure them that senior management will support their decisions Keep material updated with current drug trends, paraphernalia and slang terms Paraphernalia "show and tell" Emphasize "fitness for duty" (signs of impairment are the focus, not diagnosing substance abuse)

10 Training Timelines Covered employee training : as soon as practical once hired or transferred into safety-sensitive duty Supervisors/company officials: before being authorized to make reasonable suspicion testing referrals

11 Training Documentation Maintain the following : Copy of the training agenda Copy of the training materials Dates and times (& duration) of the training Sign-in sheets Copies of any certificates that were issued Signed training acknowledgment forms

12 2. Training Techniques

13 Selecting a Trainer FTA does not require any specific qualifications or certifications for trainers. But consider : Trainer's ability to engage trainees Trainer's level of knowledge in D&A testing regs Trainer's level of experience in transit operations Trainer's rapport with trainees Subject matter expertise is not the most important strength of a trainer (an engaging trainer can learn regs)

14 Selecting the Training Materials Diversify your training materials to reach the 3 main types of adult learners 1.Tactile: Booklets, writing exercises, demonstrations, items that can be held 2. Auditory: Lectures, story-telling, peer discussion 3. Visual: Videos, images and graphics in a PowerPoint, interactive games, role-play

15 Make Training an Event Training should not be a dreaded "task", so make sure you create energy and excitement for your training program (I'll give you an example of an agency that is excelling at this!) Let them eat cake! Invest in give-aways and "prizes" Spread the word

16 Divide and Conquer The regulations do not specify that the training must be accomplished in one "sitting" Consider segmenting your covered employee training. As an example: Computer based training can be accomplished independently and then a group of employees can be gathered for a classroom session

17 Use Humor (appropriately) Humor can be a great ice breaker, just be sure to keep the following in mind: Keep it clean Keep it on topic Don't perpetrate bad information for entertainment value (I'll give you an example) Don't belittle the importance of the training message

18 Walk the Talk Ensure that your agency's real world protocols and policies match the training message Example: Your supervisor training emphasizes that supervisors are authorized to make testing decisions but in reality, management or other parties intervene and override testing decisions

19 Evaluate the Success of Your Training Develop a means of "quizzing" your trainees to determine how well you reached them with your message Competitive games* Handwritten exam Oral Q&A *resource to follow

20 Bring it Full Circle At the close of your training, bring the topic full circle by reminding your trainees of the intent and spirit of the training (safety of the traveling public) Give the attendees a boost to their morale with certificates of training* Provide examples of how the attendees may apply what they've learned in the training session
