5 Duties of the Client Provide the contractor with the Clients(Eskom) SHE specification. Approve the contractors SHE Plan. Appoint contractor in writing. Ensure the implementation of the SHE plan. Conduct periodic audits(monthly audits). Stop work which posses a threat to the Health and Safety of persons. Letter of Good Standing with COID. Made provisions for the cost of Health and Safety.

6 SHE Requirements for the Eskom Commercial Process (32-726) As part of Eskom’s Supplier Management System, it is now a requirement for all suppliers who wish to undertake work for Eskom to undergo an Occupational Safety, Health and Environmental (SHE) evaluation process. The purpose of this process is to assist Eskom to determine whether suppliers take reasonable practicable steps to apply safe systems of work ; comply with the legislative and Eskom specific requirements and address SHE adequately. The process addresses the minimum criteria for assessing supplier safety, health and environmental conformity with the corresponding standards, procedures and policies that an Eskom supplier has to achieve. The criteria will be used as part of the pre-qualifications of suppliers in order to provide Eskom with clear expectations to prospective and existing suppliers.

7 SHE Requirements for the Eskom Commercial Process (32-726)….. Tender Returnables Annexure B Annexure C Acknowledgment Form for Eskom Rules and Requirements To assess whether the supplier has the capability and capacity to manage SHE adequately for the scope of work being tendered for. The aim is to see if the supplier has any management system in place and capable of providing SHE plan and file to the stations as required. SHE = Gatekeeper @ 80%

8 Principle Contractor Responsibilities All persons are made aware of the hazards and risks associated with their work and are fully conversant with the precautionary measures to be taken (Sec 8). All statutory appointments to be in place; e.g. 16(2), Submit the notification of construction work to DOL(CR4). All employees to receive induction training prior to work commencement. All employees are informed of their general duties of employees at work (Sec 14). Work to be carried out under the continuous supervision of a competent person.

9 Eskom Health and Safety Agreement – Sec.37(2) Agreement (240-59678141) Section 37(2)of the OHS Act 85 of 1993 - All contractors must sign the agreement with Eskom/Client. - outlines responsibilities of Eskom/Client and the Principle Contractor. - By signing, both parties agree to comply with the OSH Act and other Eskom requirements. - Principle contractor must ensure sub-contractor sign the agreement.

10 Medical Surveillance Programme Medical surveillance is a planned program of period medical examinations which may include clinical examination, biological monitoring(medical tests) of employees by an Occupational Health Nurse Practitioner or by an Occupational Medical Practitioner. Medical surveillance is based on the occupational risk exposure of employees. Employer’s are responsible for conducting fitness for duty assessment.

11 Driver & Vehicle Safety (32-345 ; 240- 62946386) Carrying passengers – crew cab with seats and safety belts. Trucks > 3500kg – anti spray mud flaps ; under run protection devices as per SANS 1055. Obey all laws in the National Traffic Act.

12 Incident Management (32-95) All environmental, occupational health and safety incidents must be reported within 24 hours. Conduct incident investigations within 7 days and submit the report within 30 days. Follow all other requirements stated in the procedure.

13 Personal Protective Equipment(PPE) 240- 44175132 Contractors are responsible to ensure that their employees are supplied with the appropriate type of PPE and to ensure that their employees properly maintain and appropriately use their PPE. Minimum requirements: - Head and eye protection - Ear and hearing protection - Safety boots/shoes - Overalls

15 Contractor Health and Safety Requirements (32-136) The purpose of this document is to provide contractors with essential information on significant safety, health and environmental aspects and give direction to contractors when compiling their SHE programs and SHE plans. This standard may not thoroughly address all hazards and aspects associated with any specialised activity or operation. In this situation, contractors shall be responsible for developing their own safety, health and environmental plans/procedures/manuals/work instructions to adequately address their specialised activities and scope of operation.

16 Health & Safety File, Plan & Specification Means a site, activity or project specific document prepared by the client pertaining to all health and safety requirements related to construction work; Health & Safety Specification Means a file, or other record containing the information in writing required by these regulations; Health and Safety Plan Means a file, or other record containing the information in writing required by these regulations; Health & Safety File

22 Additional Site Rules at Power Stations Make prior arrangements with Eskom personnel for access control, induction. Arrive on time to attend induction. Adhere to speed limit. Team to carry updated SHE file with them at all times. Adhere to all safety signs. Comply with the smoking policy. Reverse parking. Remain under supervision of the responsible person. No pets, family members,guns, cameras or alcohol allowed. Declare laptops and cameras at the security office.
