5 State Decision to Link Aadhaar With Birth Registration
In first review of Aadhaar Project in State by Chief Minister Haryana, it was desired that: There should be a State Resident Data Base (SRDB) having details of its residents. Aadhaar to be used as a common thread in different schemes and program of State. The new born to be enrolled for Aadhaar at birth self and Birth Certificate to be linked with Aadhaar. SRDB should include the whole range of Government interface with citizen from birth to death e.g.: Aadhaar at birth, ensure vaccinations of children, ensure child enters Anganwadi Ensure 100% school admission, Higher Education Voter ID card, Employment, Marriage registration Retirement (pensions) /death registration.  Marriage Moment of person be treated as separate family in SRDB. The State decided to introduce Aadhaar Linked Birth Registration Program

6 Strategy Devised by State & UIDAI RO
State decided that Health Department will become a Registrar. Each District Health & Family Welfare Society will become EA. State Government will procure Tablets for deployment at all Birth Registration Units. Health Department Staff will become Certified Aadhaar Operator to enrol new born at birth place itself. Private hospitals will procure its own tablet and its staff will become certified Aadhaar Operator.

7 Software for Birth Registration
In April 2015, State preferred to go ahead with its own software due to following inherent advantages over RGI software: End-to-end linkage of Birth Inclusion of Family tree in the system Online verification of certificates by web-link and QR Code Integrated platform to deliver state services. State software compatible with RGI software and both way data migration was possible. Multiple software were available for Birth and Death Registration: RGI CRS Software NIC State Software used for Urban areas State IT Department software used for rural areas Technical innovation required in all Software to link Aadhaar with birth.

8 State Decision to Use RGI CRS Software
Being a Centralized platform for Birth and Death Registration at All India level, State decided in September 2015 to switch over to RGI CRS platform for birth and death registration. State requested UIDAI and RGI to develop software so that Aadhaar Enrollment of new born is done at the birth place itself and get linked online with RGI CRS platform simultaneously. RGI evolved its B&D Software to make compatible for Android Based Aadhaar Enrollment Client. Necessary changes were made as per requirement of State of Haryana like: On line pull-push feature Linkage with SRDB Linkage with CSC payment gateway.

9 Software Innovations by UIDAI and RGI
After the meeting of Hon’ble MoCIT and CM Haryana on 18th December 2015, it was decided that: UIDAI will make provision of online pull-push feature in Android Based Child Enrollment Client (CELC) RGI will make necessary changes at CRS side so that online data to and from CELC is transferred. Software was developed jointly by UIDAI and RGI based on BRN (Birth Registration Number). It was notified by UIDAI on 22nd Jan’16 only for Haryana State. Feature of BAN (Birth Application Number) based Aadhaar Enrollment was also incorporated and revised software notified by UIDAI on 26th Feb’16

Data Flow in Integrated version of CELC & RGI APIs: 2 1 Three part form to be filled for Birth Registration IA/DEO fill the details of Child into CRS-RGI Website. CRS-RGI Birth Registration Process/Machine CRS-RGI CRS-RGI API Interface BRN/BAN Request Data Fetch from CRS-RGI Data pushes to CRS-RGI with BRN/BAN and Aadhaar enrolled data with EID. 3 Child Enrolment Lite Client 4 5 CIDR IA/DEO fill the BRN/BAN number in CELC to fetch data from CRS-RGI. IA/DEO capture rest of the child information. Review & Complete Aadhaar enrolment.

11 3- Scenarios of CRS Based Aadhaar Enrollment for Linking with Birth Certificate

12 Scenario Number 1 Birth Registration Number (BRN) is available:
It mostly applicable in case of GH/CHC/PHC. The information assistant/Data entry operator upload the birth details as per Soochna Form on RGI CRS platform online using its credentials. Birth registration is approved online by the authorised Birth Registrar/Sub Registrar who is stationed at the GH/CHC/PHC itself. Once birth is approved, BRN is generated and birth certificate copy is available publically at CRS portal. Aadhaar Enrollment of new born is done by operator using 22 digit BRN.

13 Scenario Number 2 Birth Application Number (BAN) is available:
It commonly applicable in case of births at private hospitals. Private hospitals are already registered on RGI CRS portal and each one is issued user credentials. The hospital uploads the birth details on CRS platform as per details in Soochna Form submitted by informant (parents or guardian etc.). Once completed, BAN is generated by the system. Hospital Operator writes this BAN number manually on Soochna Form and scanned copy of Soochna Form is also uploaded on CRS. Hard copy of Soochna Form is separately sent to Birth Registrar. Aadhaar enrollment of new born is done by using digits BAN. Birth is approved later on by the Birth Registrar online which is generally the EO in Urban Local Bodies

14 Scenario Number 3 Neither BRN nor BAN is available:
Aadhaar Enrollment of new born is done. EID/UID can be incorporated later on in CRS system manually.

18 Data Pulling from RGI CRS Platform
Once BRN/BAN is submitted to CRS, following fields are pulled and get auto populated in the CELC: Date of Birth of Child Gender of Child (Both these are non editable) Name of Child if available in CRS Father and Mother Name Father and Mother Aadhaar if entered by Health department during birth registration.

Step3: capture photograph Step 1: Fill Demographic Information of child Step 5: biometric authentication of the Parent/ Guardian Step 2: Fill in acknowledgement Mobile & capturing enrolment location Step 6: Click Review Step 2: Mobile for Enrolment Confirmation- As there is no hard copy of acknowledgement slip given to the enrollee or his/her guardian/parent, the enrolment acknowledgement information is sent to the mobile number of the enrollee’s guardian/parents mobile. The mobile number of enrollee’s guardian/parents is entered in this field. In case the enrollee’s guardian/parents do not have any mobile number, the operator can enter his/her mobile number and share the acknowledgement details to the enrollee’s guardian/parents. The enrolment location is captured with the help of GPS dongle Step 3: Capture photograph: This is used to capture the photograph of the enrollee. The camera is auto focus but not auto capture. Click on “Capture Photo” button to capture the photograph. Step 4: Capture the Aadhaar/UID number of the Guardian/Parent. There are two fields to capture Aadhaar of mother and father. The green colour in the field shows the Aadhaar entered is valid. Else a red “X” mark will be indicated showing the Aadhaar entered is not a valid aadhaar. If available aadhaar of both the parents to be captured else, Aadhaar of either of the parents parents can be captured. Step 5: Step 4: capture the Aadhaar Number of the Parent/Guardian

Step 7: Click here to authenticate operator Step 8: Complete Enrolment Step 7: If all the data entered is found to be correct,, the operator enters his/her Aadhaar and authenticates himself/herself biometrically to provide sign off to the enrolment. Step 8: On successful authentication of the operator, click on “Complete Enrolment” button to complete enrollment.

23 Aadhaar Guidelines Amended by UIDAI
UIDAI HQ notified that name of an infant can be entered as Baby one/two/three of mother name in Aadhaar Enrolment Client (AEC). Photo capturing norms were relaxed for an infant Photo of baby in supine position, in lap of father, mother or guardian with non white back ground permitted.

24 Notifications Issued by State Government
State Registrar notified following additional documents as a valid PoR especially for child enrolment: Mother Child Protection (MCPC) card Discharge Card/Slip issued by Govt. Hospitals for Birth of a Child (having mother name) Following were notified as introducer in Aadhaar Eco-System by State: All State Govt. employees, Elected local body members, members of local administrative bodies, postman, Health workers, doctors, Aanganwadi/Asha Workers were notified Department of Health, Haryana issued instructions that all Registrars and Sub-registrars of birth will work as verifier in CHCs/PHCs. Health Department instructed all filed functionaries to use CRS for B&D registration Notifications

25 Notifications and Instructions Issued by State
MCPC Card and Hospital Discharge Slip – valid documents for Child Enrolment and notified as POR Introducer List enlarged by adding Doctors, Asha Workers, ANM etc. RGI CRS Software to be used by all Registration Units in State. All Private Hospitals will procure own tablets and will get certify its staff as Aadhaar Operator Birth-Death Registrar, Sub Registrar will be verifier.

26 Strategy For 100% Coverage of New Born in ALBR

27 Births in GH/CHC/PHC All GH/PHC/CHC have been equipped with State owned Tablets. Health department staff (at least one) certified as Aadhaar operator. Aadhaar Enrollment of new born is done by the same data entry operator who enters the birth details in CRS Remaining PHCs/CHCs have been mapped either with ECMP kits or Tablets.

28 Births at Private Nursing Homes
Health Department issued instructions for procuring Tablets by private nursing homes to enrol the infants born in their hospitals. Certification training program conducted by UIDAI RO for identified manpower of private nursing homes in coordination with District Administration and CMOs. Several Hospitals Procured tablets and got certified one staff member as Aadhaar Operator Small Hospitals where birth rate is low, mapped with nearest CSC.

30 Key Benefits Tracking of delivery of children facilities like Immunization, ICDS, School Education under Right to Education, and other Social Welfare services will become easier. Integration of different data bases like BDIMS, Mother Child Tracking System (MCTS) and Integrated Child Development Services Scheme (ICDS) with ‘Aadhaar’ as a unique identifier. Certified copies of birth certificate can be taken from online including from any CSC across the state. Online verification of certificates by web-link and QR Code.
