5 When Should We Expect Funding? Funds are to be made available no later than 21 days after the date of enactment. March 10, 2009 After which the clock starts ticking for…

6 Use It or Lose It DRAFT – SUBJECT TO CHANGE Short TermShort Term - Long Term State 120 days to obligate at least 50%. July 18, 2009 One year to obligate the balance. February 17, 2010 MPOs No 120 day obligation provision. 100% of funds to be obligated within one year of enactment. February 17, 2010 Trans it 180 days to obligate 50%. September 16 th, 2009 100% of funds to be obligated within one year of enactment. February 17, 2010 Unobligated balances will be withdrawn and subject to redistribution to States that have had no funds withdrawn.

7 Competitive Grants for Transportation $1.5 billion for competitive grants for transportation Directed to various transportation investments: –Highway –Transit –Passenger and freight rail –Improving the efficiency of freight movement Applications due 180 days after criteria publication. Project selection to occur by February 17, 2010.

8 Reporting Requirements Use of Economic Recovery Funds will be required to report on: The amount of funds appropriated, allocated, and outlayed. The number of projects –that have been put out to bid. –for which contracts have been awarded amount of [stimulus] funds associated with such contracts. –for which work has begun under such contracts and [stimulus] funds associate with such contracts. –for which work has been completed under such contracts and [stimulus] funds associate with such contracts. The number of direct, on-project jobs created or sustained by the [stimulus] funds provided for projects…. And the extent possible, the estimated indirect jobs created or sustained in the associated supplying industries, including the number of jobs- years created and the total increase in employment since the date of enactment of the Act. For each covered program report information tracking the actual aggregate expenditures by each grant recipient from State sources for projects eligible… compared to the level of expenditures planned to occur during such period. 17 Factors To Consider 100% of Project Costs Timing & Project Readiness– Prepared to spend funds that other states and regions haven’t spent FFY09 Federal Funds (STP and CMAQ) STILL NEED TO BE OBLIGATED –Energy Bill – passed in Congress December 2007 allows CMAQ funds to fund 100% of project costs in 2008 & 2009 Supplanting Economic Recovery Funds –Local, State, or other Federal Funds still need to be used on Transportation, same time period as Economic Recovery, and reported on.
