6 District Theory of Action If WE strengthen core instruction within a safe, nurturing, and respectful learning environment and develop collaborative leadership across the school district, THEN… WE will prepare students who possess strong 21st Century Skills. Our students will leave ELPS with strong communication skills, the ability to work collaboratively, think critically, and problem solve.

7 District SMART Goal #1 All students will receive standards-based instruction aligned with the MA Curriculum Frameworks that leads to 100% of ELPS students making positive gains in their learning to meet MCAS, District Interim Assessments, and District Common Assessments proficiency levels.

8 Aligned School Goals/Actions Elementary ❖ All students will improve their comprehension of and ability to respond in writing to grade- level text through the use of Readers’ Workshop and Writers’ Workshop. ❖ All students will be provided standards- based math instruction through the district Tiered Instructional Model using Math Investigations and other district identified resources.

9 Aligned School Goals/Actions Middle School ❖ All students will be instructed using a standards-based curriculum utilizing the District’s Tiered Instructional Model. ❖ In 2013 -2014 there will be specific focus on improving students’ skills in responding to open response questions in all subject areas.

10 Aligned School Goals/Actions High School ❖ By June 2014, 100% of our instructional staff will collaborate to provide a solid core instructional block that consistently includes the effective, research based instructional strategies of objectives, activators, student engagement, mini lessons and wrap ups to support the ELPS Tiered Instructional Model and standards based curriculum planning.

11 Common Action Steps ❖ Complete development of standards-based curriculum units that are aligned to the Common Core State Standards. ❖ Continue to Develop Common Assessments that will inform instruction throughout the school year and measure student growth.

12 District SMART Goal #2 By June of 2015, common assessments (District- Determined Measures), will be developed and administered three times a year in ELA and Math in grades K-5. Common assessments for all content areas in grades 6-12 will be developed and administered at set intervals throughout the year or course. The assessments will be used to guide instructional decisions and curricular revisions.

13 Aligned School Goals/Actions Elementary ❖ Common Assessments such as the Common Open Response Assessment will continue to be developed at each grade level. ❖ Teachers will continue to meet with data teams to analyze district common formative assessments, STAR and BAS data, in order to plan instruction and intervention throughout the school year.

14 Aligned School Goals/Actions Middle School 1. By 2014-15 school year, all content areas will develop a series of common assessments that will be implemented throughout the course of the terms which will chart individual student growth on priority learning standards related to the course. One portion of these assessments will include an open response prompt that will be given twice a semester in all content areas using a school wide rubric. 2. By July 2014, standards-based curriculum units will be developed ready to be implemented in grades 6 -12 to cover the entire year/course. The content areas include: ELA, Math, Social Studies, Science, Fine Arts, Foreign Language, Health, PE, Business and Tech. While the units will guide overall instructional plans, daily lessons will integrate effectively the components of the instructional block.

15 Aligned School Goals/Actions High School 1. By June of 2014, Common Open Response writing prompts will be developed and implemented across the curriculum (twice per semester) utilizing school wide writing rubric. 2. Scoring of student responses will be calibrated by using a blind scoring method and data teams to review common assessment data and to guide instruction

16 District SMART Goal #3 All ELPS staff will foster a safe, nurturing, and respectful learning/working environment resulting in an increase in stakeholder (staff, parents, students) satisfaction.

17 District-wide Action Steps 1.In the fall of 2013, review student/parent exit survey results with each building staff. 2.Compare results of student survey against Standard III: Family & Community Engagement of the Massachusetts Educator Rubric with staff to identify strengths and areas in need of improvement. 3.Collaborating with key stakeholders, schools will develop detailed plans & action steps for climate improvement focused on 2-4 areas of highest need according to survey results. 4.In 2013-2014 school year work collaboratively with building School Councils to develop or identify parent/family survey to be administered annually. 5.Establish district-wide school climate subcommittee charged with revising student exit surveys and finalizing district parent/family survey. 6.Provide K-12 social education workshops for parents specific to each school community.

18 Aligned School Goals/Actions Elementary 1. Review exit surveys and develop action plan on 2 - 4 areas of the highest need. 2. Work with School Councils and PTOs to organize climate-building activities.

19 Aligned School Goals/Actions Middle 1.Review 2013 student exit survey results with Department Chairs, School Council, and Full Staff. 2.Use the results of this survey to identify areas of strength and improvement. 3.Create action plan to improve school climate.

20 Aligned School Goals/Actions High School 1. Develop more PLC opportunities for staff. 2. Review 2013 student exit survey results with Department Chairs, School Council and Full Staff. 3. Use the results of this survey and TellMass survey to identify areas of strength and improvement. 4. Create action plan to improve school climate. 5. Provide at least one social education workshop for parents on topics that are meaningful for 9-12 students.

21 Evidence By June of 2014, K-12 standards-based curriculum units will be revised based on feedback provided using the district’s quality curriculum mapping rubric. By June of 2014, Common Assessments developed and at least one piloted in ELA and Math at all grade levels. By June of 2014, assessment schedule and the data review cycle will be aligned with district professional development half days. By June of 2014, each school will develop and implement an action plan regarding school climate.

22 Measurements/Results Results from common assessments show that 100% of students have improved academic achievement with at least 80% of students performing at expected performance level. All students will improve their academic performance on the state assessment (MCAS) resulting in the district meeting the aggregate CPI targets of 93.6 in ELA, 86.7 in Math, and 86.4 in Science.
