12 12 25-03-2013 A.J. de Koning B.Sc Definitions: (2006/502/EC) 12 Lighters: A manually operated flame-producing device employing a fuel, normally used for deliberately igniting in particular cigarettes, cigars and pipes, and which may foreseeable be used to ignite materials such as paper, wicks, candles and lanterns, manufactured with an integral supply of fuel, whether intended to be refuelled or not.

17 17 25-03-2013 A.J. de Koning B.Sc Definitions: (2006/502/EC) 17 Child-Resistant (CR) lighters: A lighter designed and manufactured in such a way that it cannot, under normal or reasonably foreseeable conditions of use, be operated by children younger than 51 months of age because of, for instance, the force needed to operate it or because of its design or the protection of its ignition mechanism, or the complexity or sequence of operations needed for the ignition.

22 22 25-03-2013 A.J. de Koning B.Sc Standards  CR-Lighters complying with EN 13869:2002  Presumption of conformity with the Decision 2006/502/EC  CR-lighters complying with the relevant rules of the non-EU countries where child-resistance requirements equivalent to those established by this Decision are in force should also be presumed to conform to the child-resistance requirement of this Decision.

25 25 25-03-2013 A.J. de Koning B.Sc Requirements: (2006/502/EC, art. 3) Lighter producers should provide on request without delay to the competent authorities (MSA):  Report of CR tests + samples  Declaration batches on the market are conform the model tested  Documentation on the testing and control programme supporting such an declaration  Production records  In case of changes, new testreport  Traceability (from distributer to manufacturer)

28 28 25-03-2013 A.J. de Koning B.Sc Requirements: (2006/502/EC, art. 5) The prohibition referred to in Article 13(3) of Directive 2001/95/EC shall not apply:  Export from the Community of dangerous products which have been the subject of a decision referred to in paragraph 1 shall be prohibited unless the decision provides otherwise.  An export ban would not improve the safety of consumers located in Third Countries + There is no international (mondial) for CR.
