2 Guardian Mission Statement Guardian Group EMS exists to provide high value enabling solutions that will mitigate and protect the loss of human life for all hazard disasters. Our goal is to offer organizations tasked with disaster preparedness, cost effective private sector solutions that increase public safety, during future disaster events. Guardian Group EMS will accomplish this through private sector grants, targeting key under funded government agencies. These grants will come from our non-profit 501.3(c), Friends of Guardians From Above. Our Consulting Services will be available to assist these agencies, through educational training in the deployment of our Joint Special Operations Communication Systems (JSOCS), Special Emergency Response Team (SERT) and our Telemedicine Program Resources. 4 USGS 2014 Update of Seismic Hazard Maps The following is specific to the west coast and the proposed AOR of the Guardian Group EMS Conclusions and Future Directions to prepare for the Cascadia event on the West Coast: 1. What does it mean?: The full report on Cascadia's 10,000-year history was put online only recently, much of the data has been available for several years. After the devastating magnitude-9.0 subduction earthquake hit Japan in March 2011, fears of a similar event on the other side of the Pacific, specifically Washington, Oregon and Northern California are real. More focused conclusions are M 9.0 have a lot of consistency in them. This recent update has convinced people this is the best interpretation, add M8.5 quakes occurring in between the monster quakes, the likelihood of the next devastating seismic event is just around the corner. In conclusion: I have worked with DR Priest, Jay Wilson and Chris Goldfinger over the past 10 years, I have personally seen the passion in their eyes about serious nature of these findings. I hope you see the importance of the Guardian Outreach programs and will join us as a stakeholder to support our motto. That Others May Live.

8 J.S.O.C.S. Training Guardian Group S.E.R.T Facility instructors will offer Joint Special Operations Communication Systems (J.S.O.C.S) training courses to all Federal, State and Local law enforcement, EMS, fire, hospital and airport personnel. The J.S.O.C.S. program is a stepping stone for the total Telemedicine and Incident Command System (ICS) that the Department of Homeland Security (DHS) needs in the nation.  When EMS and ICS communication capabilities fail during a disaster, Internet failure or Electric grid shuts down; J.S.O.C.S. will remain up and running.  Sheriffs, hospitals, remotes rescue sites and cities that are cut-off from communication will be able to report their critical medical and overall needs securely.

9 J.S.O.C.S Training continued  The Guardian Group SERT (Special Emergency Response Team) Training Facility (STF) will provide specific training and scenario and exercise-based education to develop a new Emergency Rescue Response asset for emergency response groups utilizing J.S.O.C.S. in the state of Oregon and Northern California.  The medical communications and tracking systems currently in place for the aging community are in need of repair. The J.S.O.C.S. program brings solutions to this critical lifeline for endangered senior populations and populations in remote areas.  The J.S.O.C.S. is deployed with a completely secure encryption system that is approved by Military, the Federal Aviation Agency, power supply agencies and is HIPPAA compliant.

12 OVERALL OURTEACH GOALS Educate local government and public Map your public assets and neighborhood Identify what assets in your area are vulnerable Identify vulnerable populations within your cities Stage resources for all important medical needs Stage supplies for police, fire, EMS staff. Bring back the 72 hour survival backpack for all citizens Build up volunteer Security, S.E.R.T. and Red Cross.

13 The S.E.R.T. Training Facility’s Concept, Goals and Objectives Located on a remote ranch in Oregon, the main structure of the training facility will host a lodge style building for meetings and training. Log cabins will be used to house all personnel during training. The training facility will allow personnel training to be conducted in a closed environment away from the public eye, while still affording downtime activities after class. Our goal is to expand and be able to train between 80 to 100 EMS/SERT Operators by the end of the first year, with quarterly training to follow on there after. These goals and objectives will be predicated by the funding levels received through our non-profit. The entire compound will be capable of housing and feeding up to 30 families at full capacity. The facility will also host J.S.O.C.S. training classes for federal, state and local agencies as needed.
