Results: - National Planning Policy Framework (NPPF) published 2012 ensured: -- Local plan produced by communities formed keystone of system. -- Planning much simplified; reduced 1000 pages of jargon to 50. -- Presumption in favour of sustainable planning. -- Strong protection of natural and historic environment. -- Design standards are the most exacting yet.

WILTSHIRE COUNCIL CORE STRATEGY - 2009/10: Wiltshire 2026 – Planning for Wiltshire’s Future by district councils. - Adopted and amended by WC into Wilshire Council Core Strategy Development Plan Document. Part of Local Development Framework. - The DPD sets out the council’s: -- Spatial vison. -- Key Objectives. -- Overall principles for development in the county. - The Core Strategy outlines sustainable spatial strategy for future development to include: -- Key principles of development. -- Location of strategic sites for new housing and employment. -- Policies with which planning applications can be assessed. -- Calne is covered under Core Policy 8.

LOCALISM ACT 2011: - Granted communities power to decide: -- Type. -- Location. -- Size. -- Pace. -- Design. Over local development that will affect our environment.

A sound, clear and viable neighbourhood plan will provide confidence that new housing developments will: - Suit our needs. - Attract investment in infrastructure. - Underpin strategic policies of our community.

NEIGHBOURHOOD PLAN FRAMEWORK All neighbourhood plans must meet the following criteria before they are allowed to come into force: -Must have appropriate regard to national policy. -Must take due regard of sustainable development. -Must conform with Wiltshire Council’s Core Strategy. -Must be compatible with EU environmental and human rights legislations. -Must take due regard of heritage assets. -Must conform with applicable legal, regulatory and statutory conditions. -After successful examination by Wiltshire Council and Government Inspector it must be put to a local referendum. -Must have over 50% approval to be passed into law.

PUBLIC ENGAGEMENT STRATEGY -Encourage widest expression of views on NP issues. -Process to be transparent, open and clear. -We will hold periodic workshops and briefings to update the community. -Banners will be placed around the community. -Please respond to questionaires; vital for feedback from the community. -Engage with us at our surgeries at Town and village events. -A-Boards will be set out to advertise forthcoming keystone events. -Note events listed in the Gazette & Herald, Calne Connection, The Villages, village notices and inSpire. -Visit websites like Shoutout Calne, www.calne.gov.uk, Facebook, My Envolve and www.calnewithoutpc.org to get up to date information.www.calnewithoutpc.org

YOUR ROLE -Crucial we prove the widest consultation across the community. -Process has to be community led. -You must take ownership of the CCNP as it is your plan. -Steering Group is simply the conduit to articulate your plan. -It will be your plan for future development of your community. -It is for your benefit.
