10 “So……..what’s the problem?” How can you identify issues in your area? Is your “pet peeve” actually a large problem? Is it localized or is it a wide-spread problem? Once you’ve figured out what the problem is, how do you change it?

11 Distracted Driving in Dalton Citizen Surveys (Every Three Years) = Often Complaints are Unfounded/Exaggerated, but sometimes they are Spot On. The surveys were sent to varying demographics and geographical areas. Distracted Driving was in the Top Two problems named in these surveys between 2011 and 2014

12 Distracted Driving in Dalton Statistical Analysis = We reviewed Crash Data and found that Distracted Drivers caused more crashes than DUIs and/or Speeders Observations/Enforcement = Identified drivers in various circumstances. Saw people reading, grooming, eating, texting, dressing, etc.

13 Distracted Driving Continued….. Combining all this information, we saw that while Distracted Drivers are definitely annoying; they also cause injuries and property damage 7-10% of all crashes in Dalton, 7-9% of all Crash- related Injuries which is on par with National Averages (Both Wide-Spread and Local)

14 “How can I fix the problem?” Social Media: Don’t be Afraid of it!! Conventional Media: Radio Spots, Interviews, Newspaper Articles, etc. Training: Make sure that all your officers understand the problem Education/Enforcement: Students and Drivers Community Support: Businesses, Civic Groups

16 Problem Identification Can be easy and difficult to select a problem Narrow your problem down Meet with stakeholders Once identified, start planning process

17 What Was Our Problem Citizen Complaints for:  Increased truck traffic  Noise complaints  Damaged property  Similar Street Names  GPS Devices relied upon by Truckers  Training and Education

18 Commercial Motor Vehicle Problem Stakeholders involved (who were they) Citizens/Community Groups Business/Company Truck Drivers Henrico County Traffic Engineering Virginia Department of Transportation Police (Do not forget to include yourself)

19 Planning Phase SARA Model  Scanning, Analysis, Response, Assessment Utilize questions given by NLEC Committee and their Guidelines Use the 3 E’s:  Education  Enforcement  Engineering

20 Our Efforts Community Police Officers met with citizens and neighborhood associations (Education) Officers met with the Company to devise a plan for the truck drivers (Education) Henrico Traffic Engineering did a heavy truck study to visually see the number of vehicles (Engineering) Worked with Economic Development to change address and street name (Engineering ) New signage from VDOT (Engineering)

21 Our Efforts Cont’d Henrico Police Motor Carrier Team (Enforcement & Education)  Weight Enforcement  Motor Carrier Inspections  Other Traffic Violations  Warning Period for 30 days  Enforcement Afterwards

22 What did this lead to? Less citizen complaints No more property damage reports Less tickets being written Less trucks being seen on road (still have the occasional truck) Noise complaints reduced due to company planting more trees to serve as buffer
