Nuclear energy Commission NUCLEAR ENERGY COMMISSION ESTABLISHED IN 1962. THE CHAIRMAN AND HEAD OF NUCLEAR ENERGY COMMISSION OF MONGOLIA IS THE PRIME MINISTER OF MONGOLIA. THE VICE-CHAIRMAN OF NUCLEAR ENERGY COMMISSION OF MONGOLIA IS THE GENERAL DIRECTOR OF NUCLEAR ENERGY AGENCY. THE MEMBERS OF THE COMMISSION THAT PROVIDE NUCLEAR TECHNOLOGY MATTERS, TECHNOLOGY TRANSFER, AND RELEVANT ISSUES; WHICH HAVE TO BE DISCUSSED IN HIGHER GRADE, ARE MINISTERS AND SENIORS FROM GOVERNMENTAL BODIES AND SEPARATED WITH EACH OTHER.

Cont. THE GOVERNMENT SHALL ADOPT THE COMPOSITION AND ACTIVITY RULES OF THE NUCLEAR ENERGY COMMISSION. SUPERNUMERARY NUCLEAR ENERGY COMMISSION SHALL OPERATE OBLIGED TO REGULATE AND COORDINATE FOLLOWING ACTIVITIES: - TO USE OF RADIOACTIVE MINERALS AND NUCLEAR ENERGY, INTRODUCE AND DEVELOP OF NUCLEAR TECHNOLOGY - TO ENSURE NUCLEAR AND RADIATION SAFETY. THE COMMISSION IS ADDRESSED ON NUCLEAR ENERGY USAGE, DEVELOPMENT AND MAKE A DECISION OF; OVERSEE THE DEVELOPMENT OF STRATEGY, POLICY; WHICH FROM GENERATED IN THE NUCLEAR ENERGY AGENCY.

NEA & basic duties In compliance with resolution of the Government of Mongolia on “Forming regulatory and executor agency of the government” the Nuclear energy agency performs its duties under the competence of the Prime Minister as a regulatory agency of the Government of Mongolia. Nuclear Energy Agency is responsible for utilization of nuclear energy, introducing of nuclear technology, coordinating scientific research on nuclear energy in the context of State policy of Mongolia, regulatory review and assessment concerning nuclear and radioactive safety and security.

Cont. THE AGENCY HAS 3 DEPARTMENTS: ADMINISTRATIVE DEPARTMENT The department consists of International cooperation division and law division. Which is responsible for providing high class of human resource, expansion of international cooperation, legislative service, accounting and other administrative duties. NUCLEAR AND RADIATION REGULATORY DEPARTMENT The department consists of Radiation monitoring laboratory, Nuclear monitoring division, and Radiation monitoring division. Controls implementation of legislation related to nuclear safety and security; to prevent nuclear and radiological accident which might cause negative impact to human health and environment; to ensure nuclear and radioactive safety and security nationwide as absolute and independent administrative specialized inspection body.

Cont. NUCLEAR TECHNOLOGY DEPARTMENT The department consists of Nuclear material division, Isotope centre and Dosimetry Secondary Standard laboratory. Responsible for exploitation of radioactive mineral and nuclear energy; introduction, implementation and development of nuclear technology to following sectors such as agriculture, medicine, education, scientific research and environment. The administration grants, suspends and invalidates special licenses related to nuclear facility, equipment, material and radioactive mineral; controls exploration, exploitation, production and enrichment process of radioactive mineral; buries radioactive waste and takes effective measures to ensure nuclear and radioactive safety and security.

Activities. NUCLEAR ENERGY AGENCY HAS DUTY TO IMPLEMENT FOLLOWING MAIN ACTIVITIES: TO IMPLEMENT OF STATE POLICY ON EXPLOITATION OF RADIOACTIVE MINERALS AND NUCLEAR ENERGY, UTILIZATION OF NUCLEAR TECHNOLOGY AND ENSURING NUCLEAR AND RADIATION PROTECTION, AND SAFETY, AND CONTROL; TO ORGANIZE ACTIVITIES OF PROCESSING OF RADIOACTIVE MINERALS; TO USE OF RADIOACTIVE MINERALS AND NUCLEAR ENERGY AND UTILIZATION OF NUCLEAR TECHNOLOGY; TO ENSURE NUCLEAR AND RADIATION SAFETY AND TAKE MEASURES TO HAVE REVEALED VIOLATIONS THAT ELIMINATED;

TO SUPERVISE IMPLEMENTATION OF INTERNATIONAL TREATIES OF MONGOLIA PERTAINING TO EXPLOITATION OF RADIOACTIVE MINERALS AND NUCLEAR ENERGY; TO GRANT, SUSPEND AND INVALIDATE LICENSES; TO STORE, TRANSPORT AND DISPOSAL NUCLEAR AND RADIATION WASTES IN THE CENTRALIZED FACILITY “ISOTOPE BUREAU”; TO ADOPT RULES OF SAFE OPERATION OF NUCLEAR MATERIALS, RADIOACTIVE MINERALS, RADIATION SOURCES, AND INSTRUMENTS AND EQUIPMENTS WITH RADIATION SOURCES;

TO DEVELOP AND SUPERVISE IMPLEMENTATION OF COMMON RULES, PROCEDURES, INSTRUCTIONS AND STANDARDS PERTAINING TO USE OF RADIOACTIVE MINERALS AND NUCLEAR ENERGY, UTILIZATION OF NUCLEAR TECHNOLOGY AND ENSURING NUCLEAR AND RADIATION SAFETY; TO PREPARE JOINTLY WITH RELEVANT PROFESSIONAL ORGANIZATION AND TO CONTROL OVER EXECUTION OF THE CONTINGENCY PLAN FOR PREVENTING PROBABLE NUCLEAR AND RADIATION ACCIDENT, ELIMINATING ACCIDENT CONSEQUENCES AND UNDERTAKING MEASURES DURING ACCIDENT; TO KEEP STATE REGISTRATION OF NUCLEAR MATERIALS AND RADIATION SOURCES, CONTROL OCCUPATIONAL IRRADIATION DOSE OF EMPLOYEES DEALING WITH RADIATION AND MAINTAIN DATABASE OF IRRADIATION DOSE;

TO SUPERVISE ACTIVITIES OF PROTECTION AND SAFETY OF ALL RADIATION GENERATING EQUIPMENTS USED IN PRODUCTION, RESEARCH, DIAGNOSIS AND MEDICAL TREATMENT; TO KEEP CONTROL IN COOPERATION WITH RELEVANT ORGANIZATIONS OVER NUCLEAR MATERIALS, INSTRUMENTS AND EQUIPMENTS WITH RADIATION SOURCES, TRANSPORT MEANS TO CROSS STATE FRONTIERS AND UNDERTAKE MEASURES FOR ENSURING THEIR PROTECTION AND SAFETY; TO IMPLEMENT JOINTLY WITH RELEVANT PROFESSIONAL ORGANIZATION WORKS ON INSPECTION-ANALYSIS OF RADIATION LEVEL OF ENVIRONMENT, CONSUMER GOODS, MATERIALS, FOODSTUFF, DRINKING WATER AND CONSTRUCTION MATERIALS, AND DETERMINE WHETHER THEY NEGATIVELY INFLUENCE HUMAN HEALTH AND UNDERTAKE MEASURES ON SECURING QUALITY ASSURANCE

TO ADOPT PROCEDURE ON INVENTORY COUNT, LOSS, DEPRECIATION AND TRANSFER OF NUCLEAR MATERIALS; TO COOPERATE WITH FOREIGN STATES AND INTERNATIONAL ORGANIZATIONS IN CONFORMITY WITH LEGISLATION; WHEN EXECUTING ITS FULL RIGHTS GRANTED BY LAW THE NUCLEAR ENERGY AGENCY, IF REQUIRED, SHALL TAKE PROFESSIONAL ASSISTANCE AND SUPPORT FROM RELEVANT INTERNATIONAL ORGANIZATION; TO ADOPT THE LIST OF INFORMATION TO CLASSIFY RELATED TO CAPACITY, QUANTITY, TRANSFER AND TRANSPORTATION IN VIEW OF SPECIFICATIONS OF URANIUM ORES, NUCLEAR MATERIALS, RADIATION SOURCES, AND TAKE MEASURES TO ENSURE IMPLEMENTATION;

International Cooperation NEA with Joint Institute of Nuclear Research (1956-2010) Mongolia is a one of the founders of the Joint Institute of Nuclear Research and is an active member of bilateral cooperation. Bilateral cooperation is playing significant role in development not only new sciences like nuclear physics, nuclear electronics, computer science and applied mathematics but also Mongolia has received priceless gain in development of human resources.

Cooperation with IAEA (1973-2010) On September of 1973 Mongolia became 105th member of IAEA and has been receiving technical cooperation assistance since 1975 until now in following areas: produce agriculture medicine geology mining environment education scientific nuclear technology nuclear safety research & security

Cont. According Country Program Framework for (2nd CPF) 2009-2014 sign between the Government of Mongolia and IAEA technical cooperation assistance shall be provided to following sectors: uranium mining and regulation; energy planning and economics; agriculture and livestock health and production; strengthening of national capability in nuclear science and technology; human health and nutrition; radiation protection and nuclear safety; water recourse and management

Furthermore to this date the Nuclear Energy Agency has signed Memorandum of Understanding with following states on cooperation in the field of peaceful use of radioactive minerals and nuclear energy: Russia Japan India French China (2009.03.17 IN MOSCOW) (2009.07. IN TOKYO) (2009.09.14 IN NEW DELHI) (2009.10.05 IN ULAANBAATAR) (2010.06.01. IN ULAANBAATAR) In the near future the Agency shall reach agreement on signing Memorandum of Understanding on cooperation with relevant organization of the Republic of Korea. Cont.
