7 Warwickshire County Council Statutory Duties All Early Years providers, schools and Post 16 must have regard to the Code of Practice They must fulfil their statutory duties towards children and young people with SEND in the light of the Code of Practice They must be able to demonstrate that they are having regard to the Code They must adhere to the legal obligations set out in the Equality Act 2010 and the School Admissions Regulations

8 Warwickshire County Council 0 to 25 Code of Practice specifically extends responsibilities up to age 25 Parents involved to age 18 Thereafter “young people” take increasing share of responsibility where they are able to do so

9 Warwickshire County Council Local Offer (i) Local authorities must publish a local offer: Information about provision for children (0-25) with SEN or disability –Including those without EHC plans Holistic: education, training, transport, social and health care, employment, independent living Co-produced with parents and young people All services involved in its development and review

10 Warwickshire County Council Local Offer (ii) The Local Offer must be: Very clear on how to access services Clear about how decisions are made, by when and what to do if things go wrong Up to date and written in plain English Clear about provision schools and colleges will deliver

Ensure all children/young people engage in activities alongside their peers Designate a Special Educational Needs Coordinator (must be a qualified teacher) Use best endeavours to make the necessary provision for all young people with SEND Identify and address the SEND of the pupils they support Notify parents when making SEND provision

24 Warwickshire County Council Conversion Timetable Conversion from Current Statement to EHC Plan For pupils currently in... Conversion will happen during... Yrs 2, 6, 9, 112014/15 Yrs 1, 5, 8, 102015/16 Yrs Reception, 4, 72016/17 Yr 32017/18 For pupils in Yrs 12 to 14 and those with LDAs, conversion to EHC plans will take place during 2014/15 and 2015/16

26 Warwickshire County Council Co-production Local authorities must involve children and young people with SEND and their parents in: planning the content of the Local Offer deciding how to publish the Local Offer reviewing the Local Offer, including by enabling them to make comments about it WCC and partners will involve children, young people and parents in the ongoing monitoring and development of SEND provision 0-25
