3 | HelpAge International | Presentation title | Author’s name | November 17, 2008 HelpAge’s Approach to Social Protection Social protection is about protecting people from the vulnerabilities they face throughout their lives: during childhood, old age or in the event of disability and unemployment. What is our overall goal? Our goal is for all older people in developing countries to have a secure income. How does this fit in social protection agenda? Social pensions are part of a broad social protection agenda, which recognises that the best way to tackle chronic poverty and break the transmission of poverty from one generation to the next is to provide a minimum “floor” of social protection. Social protection should be delivered by governments, as part of long term national systems (not safety nets), embedded legal entitlements and funded through national resources.

HAI & MLSS delivering cross-governmental communications strategy aligned to scale up of Universal Pension Pilot. Tanzania: feasibility study underpins national debates on a universal pension. Gained support of DFID for long term social protection system development in Tanzania. Sudan: research on fragile states generated plans for DfiD funded cash transfer in North and South Sudan

8 | HelpAge International | Presentation title | Author’s name | November 17, 2008 Latin America Peru Older people’s associations delivered series of public consultations which gave publicity and political recognition to a new law proposing a social pension. By July 28 the president announced a pension for those over 75 living in extreme poverty, which is currently being debated in Congress. Paraguay the President has signed a law for a social pension for older people, commencing in October 2010, aimed to reach 20,000 people. HelpAge is supporting work with older people’s associations and local governments in 7 cities to monitor progress in implementation

Nepal Impact survey of existing social pension on 400 households HelpAge and partners continued engagement with government and donors to reduce age of eligibility
