Aims of the Wirral MASH Provide a single integrated service for all safeguarding concerns Bringing together a multi - agency workforce to facilitate the early identification of risk of harm Ensure timely, co-ordinated and proportionate interventions Efficiently share information within agreed protocols Offer a clear pathway into services and provide an accessible and transparent approach in delivering services Target service provision to address the identified safeguarding. What to do if you are worried about a child Safeguarding concern for a child : Does child require immediate safeguarding response – phone police or secure immediate medical attention Consult with organisations Safeguarding Practitioner decision re – threshold/parental consent Contact MASH via phone for consultation if indicated Complete/submit Merseyside Multi-Agency Referral form to MASH

Progression of referrals will be set by the RAG rating applied and dealt with within the timescales as described below GREEN - Level 1- 2 Standard - Request for service/information 72hrs AMBER - Level 3 Enhanced -Significant concern but does not require immediate action 24hrs RED - Level 4 Immediate - Immediate action required to be dealt with within 2-4hrs - serious safeguarding concern requiring urgent intervention

Thresholds of Intervention Children may enter any level at any age or stage of development and may move between levels as their circumstances and needs change Level 1 represents children with no identified additional needs. Their needs are met through universal services Level 2 represents children with additional needs that can be met by a practitioner or a single agency. Level 3 represents children with additional needs that can be met by a multi- agency support package (Team Around the Family, TAF) Level 4 represents children with complex needs that persist and have not been met by Universal/ TAF services.Child in need, (CIN) or children with complex and enduring needs at the highest level of vulnerability that will be met by multi- agency support from specialist services led by social care (Child Protection/Looked after Children).

Possible outcomes Convene Initial Strategy Meeting (Section 47 CA 1989) L4- Transfer to Locality/Specialist Social Work Teams for Single and joint investigation with the police of safeguarding concerns (Section 47 CA 1989) / Single assessment of need (Section17 CA 1989) L3- Step across to Early Help and CAF Team for Early Help Intervention and Team Around the Family to be coordinated via the WIRRAL Multi-Agency Allocations meeting to address identified needs L2 -Redirected to Single Agency Services to respond to specific unmet need. L1 Recommendation for the child/family to continue to be supported at Universal Services level 1

Step up from Team Around the Family (TAF) Lead Professional will consult with the Early Help Locality Social Worker. The Early Help Locality social worker in consultation with the Lead Professional will review the CAF/TAF Plan to determine future intervention Lead Professional will present case for discussion at WIRRAL Multi-agency Allocation meeting. Following agreement from WIRRAL Multi-agency Allocations meeting Lead Professional will complete a Multi-Agency Referral Form and sent it to the MASH (along with the completed CAF/TAF Plan) The referral will be risk assessed in the MASH and a decision made about future intervention.

Stepping cases down from Children’s social Care to TAF The allocated social worker in L4 will complete the following documentation to be submitted to the Wirral Multi-agency allocation meeting; Copy of the Single Assessment (SWAN) Transfer Summary, including future plan TAF Notification form (Inc. parental consent for TAF) Agreed Lead Professional details Last CIN Plan/CIN review minutes The request for L3 TAF will be discussed at the Wirral Multi-agency Allocation meeting. Following outcome of Wirral Multi-Agency Allocations meeting case discussion, allocated District Social Worker will be notified: agreed - case to close CSC level 4 services and open to TAF with new LP at level 3 not agreed - case to remain open to CSC at level 4 for further consideration.
