Introducing EPO PATSTAT EPO Worldwide Patent Statistical Database James Rollinson
2
The Patent Statistics Taskforce The EPO is an active member of the Patent Statistics Task Force led by the Science, Technology, Industry part of OECD. Members are: OECD Organisation for Economic Co-operation and Development (chair) JPO Japan Patent Office USPTO United States Patent and Trademark Office WIPO World Intellectual Property Organisation NSF National Science Foundation (US) Eurostat (European Commission) DG Research (European Commission) EPO European Patent Office
3
Data sources for PATSTAT EPO sources: DocDB, the EPO master bibliographic database EPO Register, the online database of EPO procedural data for name & address data Other sources: US publications data from public ftp site for name & address data
4
Why make a new database ? common set of data for researchers simple to use low entry cost But...the EPO already offers DocDB, Register, esp@cenet, Legal Status : isn't that enough?
5
The data - standard EPO products esp@cenet –wide coverage, difficult processing RegisterPlus –EP (PCT) - XML single records ESPACE Bulletin –EP only, easy processing ESPACE ACCESS –EP/WO applications only ESPACE ACCESS-EPB –EP grants only ESPACE ACCESS-EPC –EPC national 1978-present, difficult processing

10
So how is PATSTAT different from DocDB ?? PATSTAT comes with a suggested database structure Your computing department need to design a structure for DocDB DocDB and PATSTAT have the same publication, application, priority, citation and IPC data DocDB has more abstracts PATSTAT has more address data for EP and US patents DocDB is updated weekly

Future developments Next steps requested : Grant dates Extension with legal data and post-grant data Harmonise company names: Standard DocDB applicant name (STAN process) OECD / EuroSTAT standardised name (when available) Proposal: Additional table: first grant Retrieve information via OPS OECD / EuroSTAT task force algorithm in development
21
Other ideas Use family information (for citations) –Simple family (available in PATSTAT) –INPADOC family (available in PATSTAT) Use technology fields (concordance with IPC) –30 (44) technology fields –NACE or others Use third party software to visually interpret the PATSTAT data – using pre-defined queries –EPO patstat Graph life demo final.wmv –allowing complete choice of queries Use MIMOSA to interpret PATSTAT data
