13 Implementation Phase January 2015 - 2020 As the Implementation Phase rolls out each stakeholder engagement objective has a program with tactical components that apply the plan’s strategy. These program tactics are customized for each of the three macro audience segments, and in some cases apply to multiple segments and cross through multiple engagement objectives.

Website: microsite that is branded as the new PPS (Including the new name) to inform all stakeholders and to be used as common work environment to provide plans, schedules materials, links to other content, and engagement tools; this is the ‘Grand Central Terminal’ for program management, PPS intra-communication, and implementation of all projects and the communications plan Message Track: outline of the key messages to be used in discussing programs that includes citations for data to support programs; include messages that leverage the Community Needs Assessment (this track will be built upon over time and will be used in presentation/interview training) Includes “Elevator Speech”: 1-page document that describes what it is, why your PPS is doing it, and how you’ll get there. Leaders and team members should customize this speech and use it to talk about DSRIP. Includes FAQs: responses to commonly asked questions collected from leaders, employees, and physicians and provides answers directly from the DSRIP Project Team. Includes Glossary of Terms: common list of terms people may hear during the DSRIP rollout that they may not be familiar with or understand. Master Deck: collection of slides that tells story about DSRIP. This will include a healthy dose of visuals and infographics suitable for varying audiences. Measurement & Evaluation Contact Awareness Understanding Acceptance Ownership +Projects +PPS Measurement of the ultimate goal of DSRIP will be the level of reduction in avoidable hospitalization of Medicaid patients, and decreased utilization of Emergency Rooms. How will we measure impact of the Communication Plan? Progress against communication objectives should be measured quantitatively--with a consistent and repeatable methodology. Recommendation: January 2015 measure baseline assessment of awareness and understanding, as well as intent to act/advocate. Survey administered by Survey Monkey tool to 6 targets (2 in each of three macro audience categories – or cross section of each of the 3 the macro audiences); repeat at 6 month intervals. The survey tool can be used for ongoing engagement and education – potentially with an instant feedback mechanism on website. To manage financial resources, survey tool will require database creation by PPS members

The communications component is complex as there are several distinct target audiences – each requiring its own program arm. This will need to be created and implemented on tight timelines and in compliance with the overall DSRIP mandates.
