What is a School Levy? Local school levies are the means used by public school districts around the state to pay for programs and activities which are not adequately funded by state, federal or local resources. When district voters approve a levy, they agree to provide school funding through a portion of the property tax.

School Levy (Continued) Statewide, the Levy has become an increasingly significant portion of the funding for schools Our levy provides approximately 22.73% of budget Levy Equalization – additional state funding that is contingent on passing a levy (approximately $145,091 for 2013-2014 – down from $683,937 in 2010-2011)

How Levy Funds are Used Basic operating costs not adequately funded including textbooks, classroom supplies, computer technology, utilities, insurance and maintenance Programs not fully funded including special education, school bus transportation and enrichment Educational staffing beyond state funding formulas including professional development Co-curricular programs, student activities, athletics

Levy Rates 2014 levy rate ($3.32/$1,000) This low rate is directly attributable to the construction of data centers such as Microsoft, Yahoo and Intuit

Impact of Growth in Quincy Dramatic increase in tax base $1.3 billion dollar increase in assessed values from 2008 to 2015 Most of increase due to new construction Implications for Quincy School District and the Levy Opportunity to provide needed increase in levy amount without raising tax rates excessively over those approved by voters in recent years Larger tax base results in loss of state “levy equalization” funds More students = greater needs in facilities, staffing, materials etc…

Property Taxes 101 Increases in home values will not increase school district tax collections Changes in home values don’t change the amount of taxes authorized. Local school taxes can only be increased by a vote of the people. Changing property values will change tax rates, but not tax collections.

Election Guidelines School District develops proposal and provides information to all district citizens No School District resources are used to promote passage of the levy A Citizens Committee works independently to support and promote passage of the levy

School Levy Tax Exemptions Senior citizens or disabled persons may qualify for a school levy tax exemption. More information is available by contacting the Grant County Assessor at 754-2011
