The 2009 Comprehensive Plan goals were derived from various sources of stakeholder input, including the Town-wide Visioning Workshop, stakeholder interviews, and ongoing conversations with Town of Mount Pleasant staff and management. Many of the goals were adapted from the 2003 Comprehensive Plan. The goals provide the big picture direction for the development and implementation of the Comprehensive Plan. Strategies, incentives, and regulations are continuously updated and necessarily adapt to changing circumstances, but goals should endure and provide stability and direction over time. 1.Recruit a higher education institution or satellite campus to the Town of Mount Pleasant in order to promote economic development, professional education, and enhance cultural and quality of life options for residents of all ages. Consideration: Change to “Work with local educators and businesses to match program curriculum with our local workforce needs in order to support our local businesses and retain our younger population”. 2.Promote the growth of existing businesses and the recruitment of new businesses that are compatible with the Town’s future vision. 1.Attract professional and management related businesses and offices that draw heavily upon the Town’s resident workforce in order to provide convenient work options and shorten commutes. 2.Ensure economic development efforts support the Town’s goals of promoting tourism and tourism-related industries and services. 3.Ensure that economic development efforts align with the Town’s goals for protecting and enhancing quality of life by protecting the environment, increasing conveniently located work options, providing housing in a variety of price ranges, and contributing to high quality gathering places located throughout the Town. 4.Coordinate economic development efforts with the regional efforts on target industries. Focus recruitment on the professional and management industries, such as advanced security, bioscience, digital media and design, and urban design and restoration. Consideration: Align recruitment efforts to match our Economic Development Strategy and change recommended industries to “advanced materials, drivetrain & power systems, software, creative design, and logistics, as well as healthcare, R&D, engineering, and tourism. 3.Continue to develop and implement redevelopment plans for older and underdeveloped areas of Mount Pleasant that are well served by public infrastructure. 1.Develop a greater downtown vision that builds upon existing redevelopment efforts in the Coleman Boulevard and Johnnie Dodds Boulevard areas. 2.Encourage the development of high-quality, mixed use concentrations of professional and management employment in select locations. 4.NEW – Consideration: Promote technology as a means to support local businesses and draw new businesses. 5.NEW – Consideration: Promote the Waterfront Gateway districts as destinations for residents and visitors alike, providing opportunities for employment, lodging, entertainment, shopping, and dining. Target Strategy: Recruit a higher education campus or satellite campus to the Town of Mount Pleasant to support economic development. Status: Complete; Trident Tech. established in 2011; discussions with Francis Marion University. Consideration: Change to “work with local schools and businesses to match curriculum with workforce needs”. Revisit the Town’s economic development strategy. Status: Complete; the Economic Development Strategy and Businesses Development Strategy were updated and approved in 2013. Consideration: Change to “Implement the Town’s Economic Development and Business Development Strategies” Attract professional and management businesses that draw heavily upon the Town’s resident workforce. Status: This is ongoing as part of the Economic Development Strategy. Implement the Town’s Tourism Plan. Status: The Town’s Tourism Plan was adopted in 2009. Create a cultural, arts, and tourism district in the core of Mount Pleasant. Status: CAP Committee established, Waterfront Gateway Districts encourage entertainment. Consideration: Match to Cultural Resources Strategy 3 “Create cultural art and tourism areas in Mount Pleasant” Promote the purchase of local products and the patronage of locally-owned businesses. Status: Business Development Strategy supports this strategy Consideration: No changes Develop a policy on the regulation and location of street side vendors and temporary businesses. REVIEW OF 2009 COMPREHENSIVE PLAN ECONOMICS ELEMENT ACTION PLAN Continue developing and implementing the Town Tourism Plan. Status: The Town’s Tourism Plan was adopted in 2009. Consideration: Change from “Implement” to “Update” Conduct a bi-annual survey of Mount Pleasant's workforce. Use data to attract professional and management businesses to the Town. Consideration: Replace first sentence with “Collect local data and statistics on the current workforce”. Review and continue to develop the Town's economic development strategy to promote a diverse economic base and to expand business friendly policies. Review and revise every 5 years. Status: the Economic Development Strategy and Businesses Development Strategy were updated and approved in 2013. Consideration: As with the prior strategy, change to “Implement the Town’s Economic Development and Business Development Strategies”

REVIEW OF 2009 COMPREHENSIVE PLAN ECONOMICS ELEMENT ACTION PLAN Support 'buy local' campaigns to market the advantages of supporting local businesses to Town residents. Leverage the Farmer's Market and Shem Creek to promote local goods and foods. Establish an advisory committee to study recruiting a higher- education campus or satellite campus to Mount Pleasant. Status: Complete; Trident Tech. established in 2011; discussions with Francis Marion University. Consideration: Change to “work with local schools and businesses to develop workforce partnerships, understand local workforce needs, and coordinate higher-education curriculum to meet those needs”. Initiate a mobile and temporary vendor permitting study. Adopt regulations as appropriate based on study. Status: Complete Consideration: Remove New – Consideration: Recognize the relationship between economic development, job opportunities and housing options. Promote a variety of housing options in close proximity to workforce centers.

The 2007 South Carolina Priority Investment Act requires that local Comprehensive Plans include a Priority Investment Element. The Priority Investment Act encourages local jurisdictions to examine their future need for capital improvements and public facilities and their likely ability to finance those public facilities over a 10-year horizon. The purpose of the Priority Investment Element is to encourage more long-term thinking about public facility needs and financing and to encourage greater intergovernmental planning and coordination. The Priority Investment Element addresses the coordination of major capital improvements as well as intergovernmental coordination, and provides direction for implementing many of the recommended strategies described in other elements of this plan. Add: Wando Bridge improvements, Jennie Moore & Laing, future phases of Hungryneck/Sweetgrass Basket Parkway, Hamlin/Brewer tract park plans, implementation of master bike/ped plan.
