Distribution A:: Approved for Public Release; Distribution is Unlimited Small Business Policy Updates WOSB Certification –Included in 2015 NDAA –“Each of the concerns is certified by a Federal agency, a State government, the Administrator, or a national certifying entity approved by the Administrator as a small business concern owned and controlled by women.” Ombudsman –Included in 2016 NDAA –“All of DoD’s small-business offices would be required to serve as “ombudsmen” on specific business deals when small firms say they’ve gotten raw deals. An amendment approved this week orders them to serve as “intermediaries” between a business and a contracting officer if the business complains that the procurement had been set up to unfairly exclude small businesses.” Subcontracting –Proposed federal changes are extensive and include verbiage stating that failure to comply in good faith with the subcontracting plan shall be a material breach of contract 9
