Infrastructure Overview Water System: – Source, Treatment, Storage, Demand, Distribution Fire Protection Sanitary Sewage System: – Loads, Collection, Treatment, Discharge, Bio-solids Storm Water Management Marina, Roads & Grading Solid Waste Management Energy: – Submarine cable, generator Telephone, Cable, Internet
3
Moccasin Valley Site
4
Aman Site
5
Aman Marina – Phasing Plan
6
Aman Marina - Infrastructure
7
Crown Lands Site
8
Site Linkages Moccasin Valley to Aman Site: – Parking for guests and staff – Staging area for pedestrian and cargo handling – Staff housing – Service Building – Inventory storage – Hydro source from Egmont for submarine cable Aman Site to Crown Lands: – Water and Sanitary Sewage
9
Regulatory Agencies Water System: MOE, DFO, SCHA Fire Protection: Fire Marshall Sanitary Sewage System: MOE, DFO, CCG, SCRD – Municipal Sewer Regulation (MSR) Storm Water Management: MOE, DFO Marina, Roads & Grading: MOT, MOE, DFO, CCG Solid Waste Management: SCRD Energy: BC Hydro Telephone, Cable, Internet: Telus/Shaw
10
Water System Regulatory Requirements: – Quality: meet CDWQG – EPA - 4,3,2,1,0 water quality: The 4 stands for 4 log removal of viruses (or inactivation), The 3 stands for 3 log removal of Giardia cysts, The 2 stands for two disinfection processes (UV and chlorination), The 1 stands for <1 NTU of turbidity with a target of 0.1 NTU, and The 0 stands for 0 fecal coliforms and E. Coli. – Quantity: satisfy demand loads – Supply source: year round reliability – Distribution: satisfy pressure and demand loads – System redundancy with backup power
11
Fire Protection Regulatory Requirements: – Fire Underwriter Survey (FUS) – Storage requirements: Fire Protection: flow volume and duration Emergency storage – Hydrants – Sprinkler systems
12
Sanitary Sewage System Regulatory Requirements: – Effluent quality: reclaimed water usage Class A effluent – unrestricted public access – Waste Management Act: MSR – Functional with seasonal loads – Bio-solids management – System redundancy with backup power – Take over by SCRD or third party: Operated by certified personnel
13
Storm Water Management Regulatory requirements: – Post development = pre development flows: Detention – Design storm capacities for appurtenances: 5 year to 100 year storm capacity – No impact on habitat: Treatment of storm water – Receiving system for reclaimed water from WWTP
14
Marina, Roads & Grading Regulatory Requirements: – Marina – intermodal link Environmental requirements – Access to lands beyond – Road cross sectional elements – SROW’s only – Erosion and sediment control during construction for MOE/DFO requirements – Horizontal and vertical design parameters – Geometrical parameters for design vehicles – Geotechnical requirements for grading and road structure
15
Solid Waste Management Regulatory Requirements: – Transfer station – Recycling – Materials handling – Landfill site requirements – Tipping fees
16
Energy Regulatory Requirements: – Feed capacity – Distribution capacity – Backup capability – Late comers agreement – Submarine cable capacity – Genset(s) capacity: Tank farm containment, security and fire protection
17
Renewable Energy Options
18
Not Fully Sustainable
19
Telephone, Cable, Internet Utility Providers: – Telephone: Shaw or Telus – Cable: Shaw or Telus – Internet: Shaw or Telus Satellite linkage Submarine cable linkage
20
Owner Requirements Objectives: – Lowest capital cost – Lowest operating cost – Phasing plan to gain positive cash flow – Water supply quality to exceed CDWQG? – Storm Water Management – sustainable design? – Water and sewage system operated by third party – Odour control on sanitary sewage system – Noise suppression on genset(s) – Operational date?
21
Owner Requirements Lowest Capital Cost: – Water System: Use reclaimed water for non potable uses Low flow fixtures – Fire Protection: Salt water source option Reclaimed water Insurance requirements – Sanitary Sewage System: Energy capture
22
Owner Requirements Lowest Capital Cost continued: – Storm Water Management: Detention facilities integrated as a site amenity – Roads & Grading: Utilize site select materials – Solid Waste Management: Integrated management system – Energy: Alternate energy sources: geo-exchange, wind, solar
23
Owner Requirements Lowest Operating Cost: – Treatment Plants: Remote monitoring and operation Minimum labour demand Minimize consumables Minimize power demand Minimize waste or by-product handling – Xeriscaping vegetation: Native plants to minimize irrigation
