5 Short version of undue influence People should not actively recruit people to participate in athletics at your school. No financial incentive to attend your school. Example of Undue Influence http://www.signalscv.com/archives/55592/ Five football players ineligible to participate in varsity football the next year due to following a youth coach to an open enrollment school.

6 In Simple terms- Anyone associated with a school Anyone with any past or present athletic affiliation with your school may not pump up your program to a student at another school or possible incoming freshman Exception: AD or representative going to the middle school to talk about your Rule loosely worded to cover just about any “contact” with anyone.

7 Pre Enrollment Contact What does this mean? Cannot have contact with middle schoolers until they “graduate” from middle school – What you can do – What your AD/rep of your school can do Cannot meet with or encourage athletes from other schools to transfer to your school

8 What Pre Enrollment Contact Means From an article in the Orange Coast Register “Pre-enrollment contact could be something as simple as "Hey, your son is a heck of a player. Here is who you need to contact to enroll at our school... " That first sentence is the one that can get you in trouble, in that example. It's happened before.”

9 Consequences of Pre Enrollment Contact Player can be declared ineligible Coach can be suspended Example “Edison administration has suspended White from coaching in the game against Garfield, an Edison home game at Huntington Beach High, for a violation of CIF-Southern Section rule 510, which covers undue influence, pre-enrollment contact and failure to disclose pre-enrollment contact.”

10 CIF SS Definition Athletically motivated transfer As stated in CIF Bylaw 200.A.A(6) the CIF Bylaws shall serve as a deterrent to students who transfer or change schools for athletic reasons and to individuals who attempt to recruit (unduly influence) student‐athletes or their parents to enroll in a school because of athletics.

11 Rob Wigot’s Definition “When Wigot was introduced as CIF-SS commissioner in 2011, he was asked if he had a definition of what is an athletically motivation transfer. “ His short answer, “I do not.” Reviewed on a case by case basis Article and video on Athletically motived transfer interview. 12 Possible components of Athletically Motivated Transfer Parent or student dissatisfaction with coach or program at former school Following a former club coach to the school Transferring after attending a camp or clinic at school More playing time Higher visibility Number of student athletes transferring to one school

13 Where do complaints come from Opposing coaches Parents Administrators Athletic administrators

14 If someone contacts you Refer them to administration for any future contact Let your AD know Keep a log Encourage them to stay where they are

15 Bottom line It is fine to transfer to another school due to perceived better academics or club activities It is not fine to transfer to another school due to a perceived better athletic program, coach or team.

16 What the CIF Commissioner would like you to take from this Know the bylaws If several of the elements are present, the athlete’s eligibility can be affected – Note: Way rule is currently worded, one of the elements can trigger a report Documents of meetings, phone calls, emails, text messages that are from students and/or parents expressing dissatisfaction help prove an athletically motivated transfer.
