Growing for the World/ Une Croissance Axée sur le Monde Background There is a lot of working currently underway to develop phytosanitary standards to facilitate the free movement of seed both at the North American and the international level

Growing for the World/ Une Croissance Axée sur le Monde NAPPO is a forum for government and industry in Canada, the US and Mexico to collaborate on the development of standards to protect plant resources and facilitate trade NAPPO’s mandate is derived from the IPPC and the FAO of the United Nations CSTA is a member of Canada’s Industry Advisory Group NAPPO 101

Growing for the World/ Une Croissance Axée sur le Monde The adoption of RSPM 36 had been CSTA’s highest priority at NAPPO RSPM 36 was approved by the Executive Committee on March 19, 2013 This is the first ever regional standard for seed and was used as a template for the international standard RSPM 36 was the foundation for the International Standard for Seed NAPPO (2)

Growing for the World/ Une Croissance Axée sur le Monde NAPPO (3) Objectives: Develop a process for harmonization of seed testing protocols and methods Develop a consensus list of research needs in seed testing Identify the challenges to harmonization Determine how pest lists for seed commodities can be used Explore accreditation and new approaches to risk management as alternatives to traditional phytosanitary measures in seed trade

Growing for the World/ Une Croissance Axée sur le Monde NAPPO (4) New NAPPO Executive Director: o Dr. Stephanie Bloem o Entomologist with USDA-APHIS NAPPO head office relocating from Ottawa to Raleigh, North Carolina o Current Ottawa based staff have decided not to relocate. Big loss for the organization NAPPO Annual meeting: o Memphis, Tennessee in October, 2015 o Rotates each year between Canada, US and Mexico o Montreal, Quebec in October, 2015

Growing for the World/ Une Croissance Axée sur le Monde NAPPO AGM 2015 AGM: Memphis, Tennessee o October 26-29 Meeting discussion highlights: o Harmonization of diagnostic testing for viruses o Develop databases on technical info for RSPM 36 o Different views on overall perceived risk of seed and how can seed QMS systems work towards risk reduction o Rule out pests that seed is not a pathway for Project proposals: 1.Harmonization of Seed Testing Methods using Pepper Mild Mottle Virus (PMMoV) as a Test Case 2.Harmonization of Criteria and Development of a Pest List for Seeds

Growing for the World/ Une Croissance Axée sur le Monde IPPC is an international plant health agreement, established in 1952, that aims to protect cultivated and wild plants by preventing the introduction and spread of pests There are currently 181 signatories to the IPPC IPPC is governed by the Commission on Phytosanitary Measures (CPM) of the UN’s Food and Agriculture Organization IPPC 101

Growing for the World/ Une Croissance Axée sur le Monde CSTA has been very engaged at the IPPC, working closely with the ISF, ASTA and AMSAC CSTA attended CPM 9 in Rome, 2014 as part of a Seed Association of the Americas (SAA) delegation CSTA also attended CPM 10 in 2015 as part of an ISF delegation IPPC (2)

Growing for the World/ Une Croissance Axée sur le Monde ISPM for Seed ISPM: International Standard for Phytosanitary Measures Country consultation on the Seed Standard resulted in 1,139 comments Based on the comments a new draft was prepared CSTA is very supportive of the ISPM, as are ASTA, ISF and AMSAC

Growing for the World/ Une Croissance Axée sur le Monde ISPM for Seed (2) Concerns raised at the CPM Meeting in March about commodity specific standards (wood and seed) o It was decided that a guidance document for commodity standards was needed to streamline standard development The Standards Committee met in May to review the revised draft o Opted for another round of country consultation o Earliest adoption at the CPM meeting in 2017

Growing for the World/ Une Croissance Axée sur le Monde ISPM for Seed (3) May, 2015 Standards Committee reviewed the draft ISPM based on the numerous comments that were received during the first round of consultation. Concerns raised at the CPM Meeting in March about commodity specific standards (wood and seed) o It was decided that a guidance document for commodity standards was needed to streamline standard development The Standards Committee met in May to review the revised draft o Opted for another round of country consultation o Earliest adoption at the CPM meeting in 2017

Growing for the World/ Une Croissance Axée sur le Monde Objectives of ISPM for Seed To provide guidance to country NPPO’s: Minimize the risk of introduction of pests Assess and manage the pest risks associated with the international movement of seed Promote the use of harmonized import requirements and diagnostic protocols Encourage the use of import requirements and phytosanitary certification systems that are better suited to seed

Growing for the World/ Une Croissance Axée sur le Monde Objectives of an ISPM for Seed (2) Differentiate between seed-borne and seed transmitted pests: o Seed-borne: pest can be carried by seed but may not be transmitted to the resulting plant o Seed-transmitted: pest that is transmitted via seed to resulting plant that could cause infestation Consider potential to establish: o Intended use may impact the pest risk level

Growing for the World/ Une Croissance Axée sur le Monde CPM 11 CPM 11will be held at the FAO headquarters in Rome, Italy in April, 2016 CSTA plans to again attend as part of the ISF delegation Seed is one of the only industry groups that attend Opportunity to have meetings with members of the Standards Council
