SCO Leadership The Senior Defense Official/Defense Attaché (SDO/DATT) will be (per DoDD 5205.75): Ambassador’s principal military advisor DoD’s principal official on country team; focal point for all Defense matters (from OSD, JCS and CCMD) Principal in-country representative of the Department of Defense to the host nation Supervises: Attaché Office, SCO, and POC for all other defense matters under COM authority (except Marine Security Guard Detachment) Note: Not all countries have implemented the SDO/DATT concept

The number of members of the Armed Forces assigned to a foreign country under this section may not exceed six unless specifically authorized by Congress. Twenty countries currently authorized ≥ 6 military Section 515, FAA Congressional Limitation on “SA Funded” Military Staffing

Secretary of State Per Section 622 of the FAA and Section 2 of the AECA: Continuous supervision and general direction of economic assistance, military assistance, military education and training, and sales and export programs; Determining whether there shall be a security assistance program, or a sale or export for a country and the value; Insuring such programs are effectively integrated both at home and abroad, and that the foreign policy of the United States is best served.
