5 FORMAL POWERS OF THE GOVERNOR Executive Manages the state’s budget Appoint state officials Civil and criminal laws are enforced Legislative Sending requests to legislatures Singed bills into law Veto bills Call special session of the legislature Judicial Pardon persons convicted of crimes Appoint state justices

6 STATE BUDGET INFORMATION Governor sets the budget and sends it to the legislature for approval –Governor must introduce the state budget within the first FIVE days of the legislative session. State’s budget for 2015 was $21 Billion dollars –Where does the money come from for the state’s budget? Income Tax.45 cents per $1 Sale Tax.25 per $1 Fuel Tax Lottery Where does the money go??? –.54 per $1 goes to education –.25 per $1 goes to healthcare (Medicaid and Medicare) –.08 per $1 goes to corrections (jail/prison) –.04 per $1 goes to transportation –.37 per $1 goes to all the other stuff

7 INFORMAL POWERS OF GOVERNOR The governor can have the greatest influence by appointing people to state boards and executive offices, which is an informal power.

GOVERNOR POWERS Take over duties of Governor upon death, resignation, or when out of state Presides over the senate: provides greatest power because it may affect the passage of senate bills Senate committee appointments Assigns bills to committee Recognizes members of the senate who wish to speak Reads every bill that comes through the legislature Interesting Fact: Bills have a 2 year life. If it is not passed the first year, it is reviewed again. All DIE after two years.

10 EXECUTIVE BRANCH ELECTED OFFICIALS State Attorney General- legal officer for the state and head of the Department of Law Commissioner of Agriculture- directs agricultural business and expands market opportunities for agriculture Commissioner of Labor- regulates health and safety of workers Commissioner of Insurance- regulates insurance carriers and issues insurance licenses Public service Commissioners- regulates utilities and rates in Georgia: phone and electric Secretary of State- maintains state records, publishes laws passed, regulates securities, etc. State School Superintendent- head of the Department of Education. (programs, teacher licenses, approves textbooks, etc)

13 DEPARTMENT OF EDUCATION Founded in 1870 the DOE oversees all facets of public education and is made up of five offices: –Curriculum and Instruction – Finance and Business Operations, –Instructional Technology and Media –Policy and External Affairs – Teacher and Student Support. The state superintendent of schools reports to the governor. Richard Woods

14 DEPARTMENT OF PUBLIC SAFETY Created in 1937, it was established to protect citizens and their property. 15 DEPARTMENT OF TRANSPORTATION GDOT is responsible for planning, constructing and maintaining Georgia’s highways and bridges. It also supports airports, mass transit, and bicycle trails. Includes: –HERO (highway emergency response) –Governor’s Road Improvement Program –The Local Assistance Road Program –The National Highway System –Etc.

16 GEORGIA DEPARTMENT OF NATURAL RESOURCES Natural resources include the state’s air, soil, and water; all game species of animals, birds, and fish; all no-game species of animals, birds, and fish; all plant and every cultural, historic or recreational resource within the state. –Better tomorrow than they are today –Abundant, diverse, clean, well managed, and protected –Available for everyone to use

17 GEORGIA DEPARTMENT OF ECONOMIC DEVELOPMENT Manages and mobilizes state resources to attract new business investment to Georgia, drive expand current industry and small business, locate new markets for Georgia products: – Tourism –Promote the state as a top destination for arts events –Film, music and digital entertainment projects.
