5 Hazmat What we propose (Car enhancements) Proposed performance standard to resist head/shell puncture or other catastrophic loss under forces at 50 mph (closing speed is ~ ½ of train speed) Apply to all cars carrying TIH materials

6 Hazmat Car Requirements 25 MPH Shell Test 30 MPH Head Test Validated: Full-scale testing Component testing Modeling/Analysis

7 Hazmat What we propose (Operations) 50 MPH Speed Restriction Interim measure— 30 mph speed restriction in dark territory based on ­Higher train mile collision risk ­Derailment risk absent broken rail detection Make exceptions for territories with PTC, SPMS, track integrity circuits, other measures?

8 Hazmat Proposed Timeline 2 years for engineering development 6 years for fleet replacement 50% completion by end of year 3 Pre-89 removal by end of year 5 Reporting to FRA on progress (5 years + 2 months)
