I. Civil Rights A. Civil Rights- Positive acts of government that prevent discrimination 1.America has been reluctant to grant equality to minority groups 2.America’s population has become much more diverse over time

B. The Constitution- No person can be denied equal protection of law C. Congress- Helped further discrimination early in history by inaction

II. Equality A.African Americans- Were denied equal rights as slaves and in Jim Crow South B.Women- Denied right to property, education, voting 1. Laws treating men and women differently may be upheld if they meet certain criteria

C.Minorities- Many other factors have contributed to the equal rights debate 1.Age 2.Immigration 3.Religion 4.Sexual Orientation 5.Social Class

III. Segregation A.Separate But Equal- Doctrine that allowed segregation for 60 years B.Brown v Board – Ended segregation in public schools 1.Reversed Plessy v Ferguson 2.Struck Down Separate But Equal 3.Integration came slowly

C. De Jure Segregation- Result of laws or other government action D. De Facto Segregation- Result of illegal acts of discrimination against minority groups

IV. Progress A. Civil Rights Act 1964- Significant law outlawing discrimination in public places B. Affirmative Action- Minority preference to overcome past discrimination 1. University of Cal. V Bakke first case to challenge and practice was upheld

V. Immigration A.Citizenship- Allegiance to a country that warrants equal protection of law 1.Born in the United States 2.Born to American Parents 3.Act of Congress or Treaty

B. Immigration- Policy has been to adapt regulations to fit changing conditions C. Illegal Aliens- Enter the United States without following proper legal procedures D. Amnesty- Attempt to fix the trouble that divided many groups (excuse for entering illegally)

Summary: Is the Civil Rights movement over? Did the Civil Rights Movement Leaders accomplish their goal? Do we have equal rights for all groups in America?
